The law to change the promotion of biofuels is an article law that regulates large parts of the regulations of the Federal Immission Control Act changed by the Biofuel Quota Act .

The previous quota regulations with annually increasing quotas will be replaced. From 2009, biofuels must have the following shares in the overall fuel market:

5.25 cal. % 2009 (instead of 6.25% as originally regulated in the Biofuel Quota Act) - retrospectively from January 1, 2009; 6.25 cal. % 2010-2014 (instead of 6.75% - 8% 2015, see below)

The lower quota for bioethanol in gasoline will be reduced from 2010 to: 2.8 cal. % (instead of 3.6%), for biodiesel there is still a lower quota of 4.4% cal.

The minimum caloric proportions will be replaced from 2015 by a climate protection quota to reduce greenhouse gas emissions from the entire fuel market through biofuels by: 3% from 2015, 4.5% from 2017, 7% from 2020.
