Law to Strengthen Local Democracy

The law to strengthen local democracy is a state law in North Rhine-Westphalia that was passed on April 9, 2013. Sections 2 and 5 of this were amended by Article 2 of the Act on Amending the Local Election Act and Amending Local Constitutional Provisions of October 1, 2013.

The Kraft II cabinet is thus reversing as far as possible the decoupling of the mayor and district council elections , which were decided by the Rüttgers cabinet in 2007 . The municipal regulations for the state of North Rhine-Westphalia , the district regulations for the state of North Rhine-Westphalia , the law on local elections in the state of North Rhine-Westphalia and the civil servants law for the state of North Rhine-Westphalia have been adjusted.

The councils of the cities, municipalities and districts as well as the district representatives are elected once for six years, then again for five years. The (lord) mayors and district administrators who were elected together with the general local elections in 2009 are offered a one-time right of resignation, so that the direct elections can be combined with the council elections.

The electoral period for the representatives elected in 2020 begins on November 1, 2020.
