The Kraft II cabinet formed the state government of North Rhine-Westphalia from June 20, 2012 to June 27, 2017 under Prime Minister Hannelore Kraft . The Social Democratic Party and Alliance 90 / The Greens strove for their success in the early elections in May 2012 , the continuation of the red-green coalition ( Cabinet Kraft I on).
On June 12, 2012, the party and parliamentary group leaders presented the coalition agreement, which was passed on June 15 at the party congresses of both coalition partners.
On June 20, Hannelore Kraft was elected Prime Minister by the state parliament with 137 votes. She received nine more votes than the red-green coalition holds in parliament. Several members of the Pirate Party in the state parliament had announced that they would vote for Kraft.
Only the green members of the government had been announced in advance; the composition of the entire cabinet took place on June 21, 2012. There were hardly any changes compared to the first cabinet; the previous Ministry of Economics, Energy, Building, Housing and Transport was split between two ministries. Their ministers, Garrelt Duin and Michael Groschek , were also the only new additions to the cabinet. The previous Minister for Economic Affairs, Energy, Building, Housing and Transport Harry Voigtsberger announced on June 19 that he no longer wanted to belong to the new cabinet.
The state secretary positions for internal affairs and integration remained vacant for a few months, which was criticized by CDU member Lutz Lienenkämper , among others . According to the State Chancellery, they wanted to take their time when deciding on the new appointment. On December 17, 2013, three new state secretaries were appointed; in addition to the vacant posts, the office of state secretary in the Ministry of Health was also filled.
Another new appointment took place on June 1, 2014, when Michael von der Mühlen became the new State Secretary in the Ministry for Building, Housing, Urban Development and Transport. He succeeded Gunther Adler, who moved to the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety as State Secretary .
