Zülfiye Kaykin (born December 21, 1968 in Denizli , Turkey ) is a German politician ( SPD ) and was State Secretary for Integration at the Minister for Labor, Integration and Social Affairs of North Rhine-Westphalia from July 2010 to September 2013 .

Life

Education and professional career

Zülfiye Kaykin first grew up in Denizli, Turkey - not far from the chalk terraces of Pamukkale . Her father worked as a steel worker at Thyssen in Duisburg-Marxloh since the late 1960s. When Zülfiye Kaykin was 9 years old, her mother moved to Germany with her and her two siblings. In Duisburg she first attended a special school preparation class for foreign children. In 1985, she completed her education with reaching the intermediate certificate at a secondary school from. She then completed an apprenticeship as a retail saleswoman and worked in this profession until 2003, most recently as a sales point manager in a shoe store.

After two years of family time, from 2005 to May 2010 she was the full-time manager of the meeting place at the DITIB Merkez Mosque in Duisburg-Marxloh .

Political and social activities

Kaykin has been a member of the SPD (local association Duisburg-Röttgersbach ) since 1994 . From 2008 to February 2010 she was a member of the SPD sub-district executive committee in Duisburg, and from 2011 to 2013 the party's federal executive committee. Since 1999 she has been an expert resident in the youth welfare committee of the city of Duisburg. From 1999 to 2001 she was chairwoman of the Marxloh Round Table . She is the initiator of the parents' association ELIF e. V. and was its chairman from 2000 to 2003. From 2001 to 2002 she was a member of the board of the Duisburg city association of the DITIB . From 2002 to 2005 she was the coordinator of the integrative mosque project Living Together . Kaykin was also a member of the 14th Federal Assembly .

From July 16, 2010 to September 10, 2013, she was State Secretary for Integration in the Ministry of Labor, Integration and Social Affairs of the State of North Rhine-Westphalia. After the public prosecutor's office in Duisburg applied for a penalty warrant against Ms. Kaykin in September 2013, Prime Minister Hannelore Kraft - in agreement with the responsible minister Guntram Schneider - proposed to the cabinet that Kaykins be dismissed from office as State Secretary. The cabinet accepted this proposal on September 10, 2013.

criticism

In 2011, several migrant associations of Turkish origin, u. a. the Turkish Community of North Rhine-Westphalia, the Armenian Community of Cologne and the Federation of Aramaeans in Germany, Kaykin supported Turkish right-wing extremists and demanded their resignation. For example, she was seen several times on Turkish television together with right-wing extremists. She was also accused of refusing to support a study on right-wing extremism and Islamism among people of Turkish origin . Kaykin stated that she had "at no time and in any place consciously had contact with right-wing extremist Turkish organizations, associations, groups or parties." In addition, Kaykin reserved the right, in the event of public allegations that "she was politically close to right-wing extremist Turkish groups "," To file a criminal complaint ". Parallel to Kaykin agreed to the questionnaire on the subject of right-wing extremism and Islamism among Turkish background by the State Center for Political Education to be answered. On June 16, 2011, the state of North Rhine-Westphalia obtained two preliminary injunctions from the Cologne Regional Court, which demanded the cessation of disseminating corresponding statements and a counter-representation from the Christian-Alevi Circle of Friends of the CDU (CAF). The CAF appealed against these rulings. The Cologne Higher Regional Court followed the CAF argument and decided that only the private person Kaykin should have litigated, not the ministry. Because she took legal action against the statements in connection with her previous activity, the country has so far incurred almost 40,000 euros in legal costs.

According to a report by Spiegel , an internal investigation by the Ditib in the Marxloh mosque found financial irregularities that occurred in the period of Kaykin's management. Both Kaykin and Ditib denied the allegations as baseless and unfounded. After Kaykin's departure from the meeting place, she had debts of 230,000 euros. On March 6, 2012, the Duisburg public prosecutor initiated an investigation against Kaykin for initial suspicion of social security fraud in the meeting place at the mosque. The CDU demanded that Kaykin should suspend her government office until the public prosecutor's office has completed the investigation against her. According to Guntram Schneider , Minister of Labor and Integration of North Rhine-Westphalia at the time , the allegations that had become known to date were not sufficient to restrict the State Secretary's office or to dismiss her. Kaykin therefore continued to exercise her office. According to the investigators, it is "unquestionably" certain that there was a " black box " under Kaykin's responsibility. The investigators have had further incriminating statements from Kaykin's former accountant and the then head of the board of the meeting place's association, both of which admit the existence of the black box. According to the statements, temporary workers and employees of the meeting place were paid by the tax by the black box. An employee also received social assistance according to SGB II. The accountant testified to the public prosecutor that the receipts for the black box had been destroyed at the end of 2009 on the advice of the examiners of the Turkish religious institution DITIB, because otherwise there was a threat that leading employees of the meeting place would have had to go to jail. The State Audit Office of North Rhine-Westphalia also found that an Islam archive, funded with around 80,000 euros, does not exist in the meeting place to this day; instead, the space provided for the archive is used as an event location. Overall, the construction of the meeting place under Kaykin was funded by the state with 3.5 million euros. According to the auditors of the State Audit Office, there were irregularities in the allocation of state funds amounting to around 2.8 million euros. Contracts for construction work were not awarded correctly, eligible sub-projects were incorrectly calculated and funds were misappropriated. On September 4, 2013, Hannelore Kraft announced the dismissal of Zülfiye Kaykin. In March 2014 it became known that Kaykin accepted a fine of 6,000 euros to save herself and her family the burden of a public trial.
