The Ministry of Labor, Health and Social Affairs of the State of North Rhine-Westphalia , abbreviated as MAGS NRW , is one of twelve ministries in the state administration of the German state of North Rhine-Westphalia . It has been headed by Minister Karl-Josef Laumann ( CDU ) since June 30, 2017 ( Laschet cabinet ).
history
The Ministry was created on October 3, 1953 from the Labor, Social and Reconstruction Ministry of the State of North Rhine-Westphalia. Some social tasks were briefly (until July 27, 1954) outsourced to a separate department, the Ministry for Affairs of the Landscape Associations. Since then (most recently in 2010 and 2017) the area of responsibility has been redesigned several times.
tasks
The Ministry has the task of helping to shape the living conditions of the people in North Rhine-Westphalia and to improve the social framework in the areas of labor policy, health policy, hospital care and social policy.
In addition, the ministry, as the highest administrative authority in the state responsible for social security, carries out legal supervision in accordance with Section 87 (1) SGB IV on the state-direct social insurance carriers in the field of pension and accident insurance in North Rhine-Westphalia, which carry out their tasks as corporations under public law with self-administration on their own responsibility, as well as the supervision of the state-direct carriers of health and long-term care insurance .
According to Section 73 of the Vocational Training Act (BBiG), the ministry is the competent authority for the training occupation of social security clerk in the area of all state-direct social security agencies.
Furthermore, the ministry examines the business, accounting and operational management of the state-direct health and long-term care insurance funds as well as the regional associations of health and long-term care insurance in accordance with Sections 274 and 281 (3) SGB V and Section 46 (6) SGB XI. It also examines the medical services of the health insurance (MDK), the associations of statutory health insurance physicians and statutory dentists, the committees and offices according to Section 106 SGB V as well as parts of the risk structure compensation at the state-direct health insurance companies.
