Conference of Health Ministers

The Health Ministers' Conference (GMK), which usually takes place once a year, is a conference of specialist ministers of the incumbent health ministers and senators of the German federal states. The Federal Minister of Health is a permanent guest of the GMK. The first conference of health ministers took place in 1949.

tasks

The GMK serves the cooperation and the coordination of the national interests in health policy issues. It deals, for example, with the design and financing of statutory health insurance , outpatient and inpatient care, nursing policy , health promotion and prevention , the health professions , drug policy and European health policy . The chairmanship of the GMK changes annually among the federal states. In 2020 Berlin will hold the chair.

The GMK makes resolutions at its annual conference as well as circular resolutions, all of which are available online. If necessary, special health ministerial conferences are held.

Limits of activity

A conference of specialist ministers has no basis in the constitution and must therefore not impair the powers of the Federal Council . The Minister-Presidents' Conference therefore decided on December 17, 1992 to clarify that a matter may not be discussed in a Ministerial Conference if it is the subject of deliberations by the Federal Council. This is owed to the respect for the constitutional institution Bundesrat.

Heads of Office Conference

The Conference of Health Ministers is prepared once a year by the Conference of Heads of Office (ACK), to which the State Secretaries for Health and the State Councilors for Health of the federal states belong.

Working group of the highest state health authorities

The working group of the highest state health authorities (AOLG) meets twice a year and provides technical support to the chiefs conference. The AOLG is composed of the heads of the health departments of the federal states. Permanent guests are the Federal Ministry of Health , the Robert Koch Institute and the Federal Institute for Drugs and Medical Devices . Aspects of consumer health protection are also discussed with the Federal Ministry for Consumer Protection, Food and Agriculture .

The AOLG currently has ten working groups in which specific topics are discussed:

The AOLG is the successor organization of the Working Group of Leading Medical Officials of the States (AGLMB), which was founded by the 70th GMK from 20./21. November 1997 was reorganized.
