The central office of the countries for safety engineering (ZLS) is a joint authority of the 16 German federal states in the area of product safety by the Product Safety Act is based in Munich.

Notified bodies according to the ProdSG or European Community law

Notified bodies are notified by the ZLS as the authorizing authority in the notification procedure according to § 15 ProdSG after a corresponding application. With this notification you are allowed to act in conformity assessment procedures for harmonized products according to ProdSG within the framework of the European internal market ( CE marking ). The notified bodies are also monitored by the ZLS within the scope of the ProdSG.

GS positions according to the ProdSG

Conformity assessment bodies that are allowed to issue a GS mark are checked by the ZLS in the application process in accordance with Section 23 ProdSG and the authorization is granted after a positive check. The locations are also monitored by the ZLS.

Approved monitoring bodies ZÜS / test centers of companies PvU

Approved monitoring bodies (ZÜS) that want to carry out testing activities on systems requiring monitoring are recognized by the ZLS as the authorizing authority in the procedure according to Section 37 ProdSG and named either by the federal states themselves or by the ZLS. The ZÜS's are also monitored by the ZLS.

Coordination of the German market surveillance

Since January 1, 2013, the ZLS has also coordinated the market surveillance authorities of the federal states in accordance with ProdSG and Regulation (EC) No. 765/2008. In particular, it is:

  • Contact person in the event of valuation differences in the area of ​​market surveillance, in the event of a transfer of competences by order of market surveillance, and in the case of requests for administrative assistance from the member states,
  • Office that ensures the work of the guideline representatives, participates in the exchange of experience in the European network and develops training programs,
  • Contact for the customs authorities, product information points, for a risk assessment in the event of product problems, for foreign measures against domestic manufacturers as well as in connection with the European information system ICSMS.
