The Minister for Federal and European Affairs and International Affairs of the State of North Rhine-Westphalia (abbreviation: MBEI NRW ) is a Minister of the State of North Rhine-Westphalia .

Since June 30, 2017, Stephan Holthoff-Pförtner has been Head of Office and responsible Minister for Federal and European Affairs as well as International Affairs in the Prime Minister's division in the Laschet cabinet . Until August 31, 2017, he was also responsible for media matters. The minister gave up this task due to allegations of bias as a co-owner and lobbyist of a media company.

The original independence of the North Rhine-Westphalian “Federal Council”, from which the MBEI NRW emerged, was revoked in 1998. The MBEI NRW belongs to the Prime Minister’s division and is therefore organizationally integrated into the State Chancellery of North Rhine-Westphalia .

Responsibility and Organization

The minister is responsible for the representation and representation of the state at the federal level and at the European Union as well as for European and international affairs. From 2002 to 2005 and from 2007 to 2017 he was also responsible for media affairs. Following ongoing criticism of the current Minister Holthoff-Pförtner's private involvement in the Funke media group operating in North Rhine-Westphalia, as well as previous lobbying work as President of the Association of German Magazine Publishers (VDZ), in August 2017 this competence moved into the direct field of work of the Prime Minister and thus also into the competence of the head of the State Chancellery .

The MBEI is supported by its own State Secretary. The State Secretary of the MBEI NRW can also be the representative of the State of North Rhine-Westphalia at the federal level . This position has been held by Mark Speich since autumn 2017 .

Since the Minister for Federal and European Affairs and International Affairs is organizationally integrated into the State Chancellery, he does not run his own ministry, but only three work units assigned to him in the State Chancellery: the "Europe and International Affairs" department and the two state representations in Berlin and Brussels.

Until the formation of the Clement I cabinet , federal affairs were held in a separate ministry, which was led by the Prime Minister in 1954, 1958–1959, 1980 and 1990–1995 in personal union. After Article 23 of the Basic Law for the Federal Republic of Germany enshrined in the wake of German unification the states' rights to participate in European policy, the Minister for Federal Affairs was extended to include European policy in 1995.

Up to and including Günther Einert , all ministers for federal affairs were also agents of North Rhine-Westphalia at the federal level. Thereafter - from 1990 ( Cabinet Rau IV ) to 1998 ( Cabinet Rau V ) - the office of the plenipotentiary was carried out by the permanent state secretary Heide Dörrhöfer-Tucholski , who held this function for two years under Prime Minister Wolfgang Clement as the office of Minister for Federal and European affairs remained vacant.

As head of government in North Rhine-Westphalia, Wolfgang Clement made media policy a "top priority"; Since then, this topic has been the responsibility of the State Chancellery, which - like the state and senate chancelleries of the other countries - was responsible for traditional broadcasting policy. So it happened that in the Steinbrück cabinet, Wolfram Kuschke, a North Rhine-Westphalian minister for federal and European affairs, was also responsible for the media for the first time.
