Friedrich Halstenberg (born June 12, 1920 in Werfen , Westphalia , † November 3, 2010 in Cologne ) was a German lawyer , university professor and politician ( SPD ).

Life

Friedrich Halstenberg was born on June 12, 1920 as the son of a school principal in Werfen in the Herford district. After attending elementary school and graduating from the Freiherr-vom-Stein-Gymnasium in Bünde in 1938 , he was drafted into the armed forces and served in the infantry intelligence service. He then took up law studies at the universities of Göttingen , Cologne and Bonn , which he completed in 1950 with the first state examination and in 1955 with the second state examination. In 1957 he received his doctorate from the University of Cologne to Dr. jur. with the topic The procedure of the parliamentary investigation according to Article 44 of the Basic Law with special consideration of the relationship to the judiciary .

Halstenberg has worked as a consultant at the German Association of Cities since 1951 , was Secretary General of the German Association for Housing, Urban Development and Spatial Planning from 1954 to 1962, and from 1959 to 1962 at the same time associate and chief counsel of the Association of Municipal Enterprises . From 1962 to 1965 he was Ministerial Director of the Urban Development and Regional Planning Department in the Federal Ministry for Housing, Urban Development and Regional Planning . In 1965/66 he acted as director of the Ruhr coal district settlement association (SVR).

Halstenberg received a teaching position at the Technical University of Hanover in 1962 , where he had been honorary professor for planning and construction law since 1966. Since 1968 he was also an honorary professor at the University of Dortmund . In addition, he was a member of the supervisory board of the Eschweiler Mining Association and a member of the Academy for Spatial Research and Regional Planning in Hanover and the German Academy for Urban Development and Regional Planning in Cologne.

Political party

Halstenberg joined the SPD in 1964 and joined ÖTV today ver.di in 1965 . From 1978 to 1984 he was the successor to Wilhelm Dröscher the Federal Treasurer of the Social Democrats and was also a member of the party's presidium. After the reunification of Germany, he worked from 1991 to 1995 for planning advice for the SPD-led state government in Brandenburg .

Halstenberg was a member of the North Rhine-Westphalian state parliament from July 25, 1972 to 1980. He had entered parliament via the state list.

Public offices

In 1966 Halstenberg was appointed State Secretary and Head of the State Chancellery to the government of the State of North Rhine-Westphalia led by Prime Minister Heinz Kühn . During his tenure, he played a major role in the development of state, regional and local planning law, which was presented to the public in March 1970 as the 1975 North Rhine-Westphalia program . On September 12, 1972, Halstenberg was appointed Minister for Federal Affairs, but remained in charge of the State Chancellery until June 4, 1975, when he moved to the head of the finance department as minister. From 1975 to 1978 he was Finance Minister and Chairman of the Finance Committee of the Federal Council . On January 17, 1978, he had to resign due to the “Poullain Affair” involving the chairman of WestLB , Ludwig Poullain , as he was responsible for the state supervision of the bank as chairman of the board of directors .
