Franz Tillmann

Franz Tillmann (born December 23, 1905 in Niedernhöfen (today Neuenrade ), † August 16, 1979 in Düsseldorf ) was a German civil servant, most recently State Secretary and head of the State Chancellery of North Rhine-Westphalia as well as an industrial representative.

Life

Tillmann, who came from a farming family, attended grammar school in Menden from 1915 to 1924 and then studied law in Freiburg im Breisgau , Munich and Münster . He joined the student associations of the KV , in Freiburg the Rheno-Palatia, in Munich the Saxonia and in Münster the Tuiskonia. He later became a member of the Rhenania-Düsseldorf KV connection.

Between 1932 and 1934 Tillmann was initially a court assessor in Balve , then a lawyer and notary's representative in Menden and Arnsberg . Between 1934 and 1936 he worked as a government assessor in the Reich Ministry for Food, Agriculture and Forests , based in Berlin , in 1936 he was appointed to the government council and in 1941 to the senior government council. In 1945 and 1947 he headed the State Food Office based in Unna . Between 1947 and 1950 Tillmann was Ministerialrat in the Ministry of Agriculture and Forests of North Rhine-Westphalia . In 1950 he was appointed Ministerial Director and in 1955 State Secretary . Between 1965 and 1966 he was head of the State Chancellery under Prime Minister Franz Meyers . After his replacement as head of government, Tillmann was put on hold and was then chief executive of the Düsseldorf Chamber of Commerce and Industry from 1967 to 1973 .

Tillmann remained closely connected to the KV throughout his life, from 1952 to 1969 he was chairman of the old gentlemen's association of its student union Saxonia Munich. Since 1967 he was also President of the German Red Cross in the district of North Rhine. After retiring from professional life in 1973, he devoted himself particularly to the office of president in the DRK. The agreements with the state of North Rhine-Westphalia on the participation of the Red Cross in disaster control, the establishment of disaster control units, the rescue and blood donation service were made with his significant participation.

In 1957 he was appointed Knight of the Papal Order of Knights of the Holy Sepulcher by Cardinal Grand Master Nicola Cardinal Canali and invested in Munich on April 30, 1957 by Lorenz Jaeger , Grand Prior of the German Lieutenancy . He belonged to the Düsseldorf Commandery. He was a Grand Officer of the Order.

Tillmann was awarded the Grand Cross of Merit with Star of the Order of Merit of the Federal Republic of Germany in 1967 .
