The Berlin Senate Department for Culture and Europe (SenKultEu for short) is one of ten specialist administrations of the Berlin Senate with the status of a state ministry and as such part of the state government as well as the highest state authority responsible for cultural and European politics in the German capital .

Klaus Lederer ( Die Linke ) has been the current cultural and European sator since December 2016 . He is supported by two state secretaries : Torsten Wöhlert is state secretary responsible for art and culture, Gerry Woop (Die Linke) for European policy.

Tasks and organization

The Senate Administration is divided into the two main areas of culture and Europe, each assigned to a State Secretary. As State Secretary, Torsten Wöhlert is responsible for art and culture, Gerry Woop (Die Linke) for European policy. Both are jointly responsible for the SE (Service) cross-departmental department for general personnel and financial matters.

Department I (Culture and Service)

The department headed by Konrad Schmidt-Werthern is divided into the areas of culture and service.

The cross-sectional service area is divided into three so-called service units (SE):

  • SE 1: Finance / Review Group
  • SE 2: Human Resources and Internal Services
  • SE 3: Information and communication management

The Culture Department is divided into the following sections:

  • A: Promotion of artists, projects and free groups
  • B: facility funding for stages, orchestras, dance, literature, interdisciplinary facilities
  • C: Funding for facilities for memorials, museums, visual arts

Institutions subordinate to the culture department are the Brücke Museum and the German Resistance Memorial Center .

With Kulturprojekte Berlin GmbH , the Senate Department for Culture and Europe has created a state-owned GmbH that u. a. On behalf of the State of Berlin, major cultural events such as Berlin Art Week , Long Night of Museums or the anniversaries of the fall of the Berlin Wall are independently designed, implemented and financed by the company. The current chairman of the supervisory board is Senator for Culture Klaus Lederer .

The Senate Administration awards z. B. Regular work and research grants to writers living in Berlin. The award is made on the basis of applications by an independent jury. In 2019 the jury included: Nico Bleutge , Paula Fürstenberg, Martin Jankowski , Sonja Longolius, Annika Reich and Paul Wrusch. In 2019, 20 annual grants and nine quarterly grants were awarded, each endowed with 2000 euros per month. The total funding amount was 552,000 euros.

Department II (principle)

The policy department headed by Helge Rehders is divided into three sections

  • A: Principle and law
  • B: Construction and real estate
  • C: urban culture, libraries, archives, music and youth art schools

The Berlin State Archives are subordinate to the policy department .

Since the beginning of 2020, the Senate Department for Culture and Europe has merged its key initiatives for the realization of equal opportunities for cultural participation in public sponsorship in the Foundation for Cultural Further Education and Cultural Advice, namely the business areas Diversity.Arts.Culture, Cultural Education with the Berlin Project Fund for Cultural Education and the Kubinaut database as well as participation research.

Department III (Europe)

The department is headed by Ute Herdmann and is subdivided into the EU Department for European Union Affairs and the Brussels Office of the State of Berlin at the EU. In addition, the Berlin Commissioner for Churches, Religious and Philosophical Communities and the Supreme Monument Protection Authority (with responsibility for issues relating to UNESCO World Heritage ) report to him. The state monument office is a subordinate institution .

Berlin's cultural senators since 1977

  • From June 11, 1981 to March 17, 1983, the Senate Department for Cultural Affairs was incorporated into the Senate Department for Science and Cultural Affairs.
  • On January 25, 1996, the Senate Department for Cultural Affairs was reintegrated into the Senate Department for Science, Research and Culture and in 2006 it was finally integrated into the Senate Chancellery.
  • On December 8, 2016, the cultural administration was reorganized from the previous divisions “Culture” and “European Affairs” of the Senate Chancellery.
