Karl-Josef Laumann in the Federal Council (2019)

Karl-Josef Laumann has been Minister for Labor, Health and Social Affairs in North Rhine-Westphalia since June 30, 2017. He held this office in the Rüttger cabinet from 2005 to 2010 .

Political positions and criticism

Basic attitude

Laumann is considered a down-to-earth party soldier who was / is always loyal to his NRW party leaders ( Rüttgers and Laschet ). As a supporter of Christian social doctrine and a longstanding IG Metall member, he always advocates workers' rights despite internal party critics. His political motto is: Do right and don't be afraid of anyone . The Frankfurter Allgemeine Zeitung describes Laumann's political style as a rumble for the social cause .

Shortly before the CDU party conference in November 2006, Laumann started a discussion about the social systems when he said in an interview with the Westdeutsche Zeitung :

"The principle that someone who has paid long contributions will receive unemployment benefit I for a longer period of time than a young drunk who has done nothing is right and social."

- Karl-Josef Laumann

This statement gave rise to debate both in the Union and in society. While groups on the left strongly criticized the choice of words and demanded apologies, Laumann received positive feedback from the middle-class camp and the trade unions. At the party congress itself, there was a noticeable shift in the CDU towards the proposals by Rüttgers and Laumann to strengthen the party's social competence and to become more active again in this area as lessons from the federal election. In mid-November 2011, the federal CDU voted at its party congress in Leipzig for a draft that forces all industries to set a minimum wage . Laumann fought for this project for years; In 2011, Chancellor Angela Merkel , Labor Minister Ursula von der Leyen and other CDU top politicians also spoke out in favor.

“The nursing grades failed,” explains Laumann on April 1, 2015. He announced that he would campaign for a Bundestag resolution so that from 2016 onward nursing grades no longer have to be published. As the health minister of North Rhine-Westphalia , Laumann organizes the survey of nursing staff in the state in order to be able to set up a state nursing chamber .

Corona outbreak at Tönnies

Karl-Josef Laumann has been criticizing the poor working conditions in German slaughterhouses for a long time . Laumann calls for a radical change in the German meat industry:

“I've stopped being angry about the conditions in the meat industry. I've known how they are for a long time. In structures without transparency, such as in the meat industry, there can be no trust, only clear legal requirements. "

- Karl-Josef Laumann

In North Rhine-Westphalia, the Tönnies slaughterhouse and its subcontractors have submitted applications for reimbursement of wages to the Westphalia-Lippe Regional Association. The background is the quarantine measures that were imposed after the massive corona outbreak among Tönnies workers at the headquarters in Rheda-Wiedenbrück. The Infection Protection Act provides for a reimbursement if health authorities close a company and order quarantine.

Laumann clearly contradicts Tönnies' demand for wage reimbursement:

“I believe that the Tönnies problem has cost the public authorities in North Rhine-Westphalia a lot of money. Both the two counties and us. If Mr. Tönnies really had claims against us, then I'm a person who wants things to be offset against each other. As of today, I don't see that Mr. Tönnies can expect any transfers from the state of North Rhine-Westphalia. "

Criticism of free corona tests

Laumann has generally spoken out in favor of mandatory corona tests for travelers returning from risk areas. The NRW Minister of Health criticizes, however, that the Federal Minister of Health Jens Spahn wants to offer the tests free of charge. Laumann demands:

“Anyone who travels to risk areas must show solidarity with the community and rule out that other people would subsequently be infected. It's not just about vacation traffic in summer. Therefore, the assumption of the costs by the state could not be a state service in the long run. Every traveler pays for the security of their luggage. "

Union candidate for Chancellor

Karl-Josef Laumann has spoken out clearly against the CSU chairman Markus Söder as the Union's candidate for chancellor . In an interview with the Neue Westfälische Tageszeitung , Laumann explains:

“I have never seen a Bavarian become Federal Chancellor of the Federal Republic of Germany. I am also very sure that North Rhine-Westphalia Prime Minister Armin Laschet will be elected as the new party chairman of the CDU in December. "
