Andreas Pinkwart
Andreas Pinkwart (born August 18, 1960 in Seelscheid ) is a German politician ( FDP ) and economist . From 2003 to 2011 he was deputy federal chairman of the FDP and from 2002 to 2010 regional chairman of the FDP North Rhine-Westphalia . From 2005 to 2010, Pinkwart was Deputy Prime Minister and Minister for Innovation, Science, Research and Technology of the State of North Rhine-Westphalia in the Rüttger cabinet .
From 2011 to 2017 was Pinkwart rector of the HHL Leipzig Graduate School of Management and Professor of Innovation Management and Entrepreneurship, until after the end of the opposition period of his party on June 30, 2017 as Minister of Economy, innovation, digitization and energy in the Cabinet Laschet again the state government entered.
education and profession
Andreas Pinkwart was born in Berg Seelscheid , a suburb of Seelscheid at the time . After graduating from high school in 1979 at the Antoniuskolleg in Neunkirchen-Seelscheid, Pinkwart completed an apprenticeship as a banker at Dresdner Bank in Cologne . He then began studying economics and business administration at the University of Münster and the University of Bonn in 1981 , which he completed in 1987 with a degree in economics. He then worked at the Institute for SME Research at the University of Bonn and from 1988 to 1990 as a research assistant for the FDP parliamentary group. 1991 Pinkwart was with his dissertation chaos and corporate crisis at the University of Bonn in Horst Albach to Dr. rer. pole. PhD . From 1991 to 1994 he headed the office of the chairman of the FDP parliamentary group Hermann Otto Solms .
From 1994 to 1997 Pinkwart was Professor of Economics and Business Administration at the University of Applied Sciences for Public Administration in North Rhine-Westphalia in Düsseldorf . In 1998 he accepted the position of professor for business administration, especially small and medium-sized enterprises, at what was then the University of Siegen, later the University of Siegen . In 2003, the evaluation committee of the Faculty of Economics at the University of Siegen determined that the research work was equivalent to a postdoctoral qualification.
At the beginning of 2011 Pinkwart resumed his academic work as a Senior Research Fellow at the American Institute for Contemporary German Studies (AICGS) at the Johns Hopkins University Washington DC (USA). On April 1, 2011, Pinkwart succeeded the Rector at the Leipzig Graduate School of Management (HHL). At the same time, he accepted the call to the Deutsche Bank Endowment Fund Chair for Innovation Management and Entrepreneurship at the same university. The current research focus of Andreas Pinkwart is innovation management , entrepreneurship , complex business dynamics and turnaround management. As a member of the HHL core team, he developed the Leipzig leadership model published in 2016 together with Manfred Kirchgeorg , Timo Meynhardt and Henning Zülch .
Andreas Pinkwart is married and has two children. He lives in Alfter-Witterschlick near Bonn.
Political party
Pinkwart has been a member of the FDP since 1980. From 1992 to 2003 he was chairman of the FDP district association Rhein-Sieg . In addition, he was deputy state chairman of the FDP in North Rhine-Westphalia from 1996 to 2002. After Jürgen Möllemann was forced to resign as state chairman, Pinkwart surprisingly prevailed against the candidates Ulrike Flach , Rolf Köster and Joachim Schultz-Tornau in December 2002 and was elected as the new state chairman. Pinkwart had been a member of the federal executive committee of the FDP since 2001, to which he had already belonged from 1997 to 1999. Since 2003 he has been deputy federal chairman of the FDP. During this time he put u. a. as chairman of the Citizens' Benefit Commission. Negative income tax (KoBüNe) presented the concept for the Liberal Citizens' Money .
In October 2010, he announced that he would withdraw from politics and let his offices run out. He therefore resigned from his party offices in the spring of 2011.
MP
Pinkwart was a member of the German Bundestag from 2002 until he left on June 28, 2005 . Here he was a member of the finance committee and chairman of the North Rhine-Westphalia regional group of the FDP parliamentary group and, from 2004, budget spokesman for the FDP parliamentary group. Pinkwart was a member of the Federal Council from 2005 to 2010. In the state elections in 2010 , he ran as the top candidate of his party, which achieved a slight improvement in the national result from 6.1 to 6.7 percent. He applied for a direct mandate in the constituency of Rhein-Sieg-Kreis III and received 9.7 percent as a direct candidate, but entered the state parliament via the state list . Due to his professional change to the Leipzig Graduate School of Management, he resigned from his seat on March 31, 2011.
Public offices
After the state elections in 2005 , Pinkwart and Ingo Wolf conducted coalition negotiations with the CDU . On June 24, 2005 he was finally appointed as Minister for Innovation, Science, Research and Technology as well as Deputy Prime Minister in the state government of North Rhine-Westphalia led by Jürgen Rüttgers ( Rüttgers cabinet ). He was instrumental in the introduction of tuition fees in North Rhine-Westphalia through the law to ensure fair financing in higher education (HFGG) and in the reorganization of the North Rhine-Westphalian university landscape through the so-called Higher Education Freedom Act . Pinkwart campaigned for easier immigration conditions for foreign skilled workers. He called for the minimum annual income of 85,000 euros to be lowered for hiring foreign university graduates. Pinkwart is seen as a pioneer in expanding the scholarship system in Germany. First with the NRW scholarship and later proposed to the by him and Annette Schavan and him as part of the coalition talks between the CDU / CSU and FDP in 2009 negotiated Germany scholarship . This gave the universities in Germany the opportunity to award particularly talented students a scholarship financed half by the state and half by private individuals, regardless of income, and thus in addition to BAföG .
With the accession of the Kraft I government , Pinkwart left the state government in July 2010.
Since June 30, 2017, he has been Minister for Economy, Innovation, Digitization and Energy of the State of North Rhine-Westphalia in the black and yellow state government of Armin Laschet (see Laschet cabinet ).
Awards
On October 15, 2007 Pinkwart received the Star Commander of the Norwegian Order of Merit along with other German politicians. In May 2008 Pinkwart received the "German Elite Medium-Sized Business Award 2008". In August 2012 he received the Order of Merit of the State of North Rhine-Westphalia . Pinkwart was awarded the Diesterweg-Ring of the University of Siegen on November 7, 2013. The British University of Kent honored Pinkwart in May 2017 with the "Innovation in Academia Award for Science and Business".
