Volker Wissing (born April 22, 1970 in Landau in the Palatinate ) is a German lawyer and politician ( FDP ). Since 2011 he has been state chairman of the FDP Rhineland-Palatinate , since 2013 assessor in the presidium of the federal party and since May 18, 2016 Rhineland-Palatinate Minister for Economics, Transport, Agriculture and Viticulture and Deputy Prime Minister .

Life and work

After graduating from high school in 1989 at the Bad Bergzabern State High School , Wissing studied law at the Saarland University in Saarbrücken and at the Albert Ludwig University in Freiburg im Breisgau , which he completed in 1994 with the first state examination in law. After completing his legal clerkship , he also passed the second state examination in 1996 and was then head of the Opposition Office of the Sonderabfallmanagement Gesellschaft (SAM) GmbH in Mainz . In 1997 he received his doctorate as Dr. jur. at the Westfälische Wilhelms-Universität in Münster with the thesis "Public interest in the system of the recycling and waste law " . In 1997 he joined the judicial service of the State of Rhineland-Palatinate as a judge at the Zweibrücken regional court . In July 1997 he moved to the Landau district court as a public prosecutor . From March to December 1999 he was a judge at the Landau District Court in the Palatinate . From 2000 to 2004 Wissing was seconded as personal assistant to the Justice Minister of Rhineland-Palatinate, Herbert Mertin (FDP). In 2001 he was appointed judge at the regional court. On December 27, 2013, the online daily Pfalz-Express reported that Wissing was appointed as the new General Secretary of the Senate of Economy International , the international umbrella organization of the “Senate of Economy”. After leaving the German Bundestag, Wissing founded the law firm "Wissing Rechtsanwälte", which specializes in commercial law, commercial criminal law, inheritance law and inheritance law. At the same time, he acquired the renowned law firm Dr. Kerscher and colleagues and integrated them into his start-up.

Volker Wissing is Protestant , married and has a daughter.

Political party

Since 1998 he has been a member of the FDP and since 2001 district chairman of the FDP Landau / Südliche Weinstrasse. Wissing has also been a member of the regional board of the FDP Palatinate since 2000 and of the FDP regional board of Rhineland-Palatinate since 2004. Since 2007 he has been the deputy state chairman of the FDP Rhineland-Palatinate and a member of the FDP federal board. He is chairman of the FDP Federal Committee on Finance and Tax Policy. Wissing is a member of the Schaumburger Kreis , an association of the liberal-conservative economic wing in the FDP.

On May 7, 2011, Volker Wissing was elected regional chairman of the FDP in Rhineland-Palatinate.

On December 7, 2013, Wissing was elected member of the Presidium of the FDP federal party at the extraordinary FDP federal party conference. At the federal party conference in Berlin on May 15, 2015 , he was confirmed in this office with 80.9% of the votes. At the 2017 federal party conference , he was again elected to the Presidium as an assessor. On August 17, 2020, Wissing was nominated to succeed Linda Teuteberg as Secretary General of the FDP. The election is scheduled for the FDP federal party conference on September 19, 2020.

On January 23, 2004, he replaced the late MP Marita Sehn in the Bundestag . Until 2009 he was chairman of the FDP in the finance committee of the German Bundestag and spokesman for the FDP parliamentary group for viticulture policy . On November 12, 2009, Volker Wissing was appointed Chairman of the Finance Committee for the 17th legislative period. In March 2010 he also became the financial policy spokesman for the FDP parliamentary group and was also elected deputy chairman of the FDP parliamentary group on May 10, 2011 .

Wissing has always entered the Bundestag via the Rhineland-Palatinate state list.

When the FDP failed to pass the five percent hurdle in the 2013 federal election , Wissing left parliament when the 18th German Bundestag was constituted .

In the state elections in 2016 , he ran as the top candidate of the FDP and returned them to parliamentary responsibility. He was elected to the 17th state parliament of Rhineland-Palatinate via the state list . On March 14, 2016, he was elected chairman of the FDP parliamentary group. After the coalition negotiations with the SPD and Bündnis 90 / Die Grünen , the first traffic light coalition was formed in Rhineland-Palatinate.

In the second Dreyer cabinet , which was confirmed by the Rhineland-Palatinate state parliament on May 18, 2016, Wissing is Minister for Economics, Transport, Agriculture and Viticulture and Deputy Prime Minister. He handed over the chairmanship of the parliamentary group to Thomas Roth .
