Jan Philipp Albrecht (born December 20, 1982 in Braunschweig ) is a German politician ( Bündnis 90 / Die Grünen ). Since September 1, 2018, he has been Minister for Energy Transition, Agriculture, Environment, Nature and Digitization of the State of Schleswig-Holstein in the Günther cabinet . He was a member of the European Parliament from 2009 to 2018 .

Life

Albrecht, who has German and French citizenship, grew up in Siegen and Wolfenbüttel .

Albrecht studied 2003-2008 jurisprudence and both legal state examinations passed. He worked in the European Parliament and at the Walter Hallstein Institute for European Constitutional Law at the HU Berlin . He holds a double master's degree in European legal informatics from the Universities of Hanover and Oslo and was a scholarship holder of the Heinrich Böll Foundation and the DAAD .

Political party

Albrecht has been a member of Bündnis 90 / Die Grünen since 1999. From 2001 to 2003 he was a member of the district board of his party in Wolfenbüttel. In 2001 Albrecht founded the Green Youth there , was the spokesman for the Braunschweig regional association and from 2002 to 2005 a member of the Lower Saxony state board of the party youth association. From 2006 to 2008 Albrecht was the spokesman for the Federal Association of Green Youth and represented it in the party executive and party council of the Greens. He held various offices and positions at the state and federal level of the party.

Albrecht worked in various political areas, such as domestic, judicial and legal policy, European policy and energy and environmental policy. Among other things, Albrecht took legal action against the use of tornado fighter jets by the German armed forces at the G8 summit in Heiligendamm in 2007 . He advocates the abolition of data retention and was one of the numerous complainants before the Federal Constitutional Court against it. Albrecht is co-organizer of the “Green Police Congress”, at which internal political aspects were discussed, including the equipment of the police , better cooperation between various authorities and options for fighting crime without surveillance. Since his school days near the Asse II nuclear waste storage facility , Albrecht has represented positions in the anti-nuclear movement . He also campaigns against right-wing extremism and was a member of the right-wing extremism commission of Bündnis 90 / Die Grünen.

In the 2009 European elections , Albrecht was elected to the European Parliament for the first time via the federal list of the Greens .

Albrecht was appointed rapporteur of the European Parliament for the planned General Data Protection Regulation (GDPR) of the European Union in spring 2012 . In a Zeit article from 2013 Albrecht's work on the GDPR is presented and the opposing efforts of lobby representative Erika Mann are highlighted. Albrecht negotiated the article according to a version of the GDPR, which represents a compromise over around 4,000 change requests. The documentary Democracy - Im Rausch der Daten shows the creation of the General Data Protection Regulation and accompanies Albrecht in his role as a member of parliament and as the "father of the GDPR", according to the Frankfurter Allgemeine Zeitung.

Albrecht was a member of the Interior and Justice Committee for the Greens / EFA parliamentary group and, from 2009 to 2014, a deputy member of the Legal Affairs Committee of the European Parliament. From 2014 he was an alternate member of the Internal Market Committee . He was also a member of the European Parliament's delegation to the State of Israel and a deputy member of the delegations to Australia , New Zealand and Japan . Albrecht was the spokesman for the Europa-Union parliamentary group in the European Parliament .

As a member of the European Parliament, Albrecht was responsible for the federal states of Schleswig-Holstein , Hamburg and Lower Saxony . With almost unanimous votes from the respective three state parties, it was re-established by the delegates with 97.38% of the yes votes at the federal party convention of Bündnis 90 / Die Grünen for the 2014 European elections . In the course of his nomination as State Minister in Schleswig-Holstein, Albrecht handed over his mandate in the European Parliament to his list successor Romeo Franz on July 3, 2018 .

Public offices

On September 1, 2018 Albrecht took over the office of Minister for Energy Transition, Agriculture, Environment, Nature and Digitization in Schleswig-Holstein. For this purpose, the regional association of Bündnis 90 / Die Grünen had nominated him after the election of Robert Habeck as the Greens federal chairman. Albrecht has also been a member of the Federal Council since then. In addition to numerous initiatives in the conferences of the federal and state level ministers of agriculture and the environment, Albrecht has also advocated the organization of energy and digitization ministerial meetings.

Albrecht already fought as a member of the European Parliament in the negotiations on the so-called telecommunications package and in the debate on Internet blocking for the protection of freedom of expression and information on the Internet. After Albrecht had repeatedly questioned the compatibility of the ACTA agreement with EU law and was able to obtain the publication of the negotiation documents in a resolution of the European Parliament, the agreement was rejected in the wake of massive public criticism by the European Parliament. During the negotiations on the TTIP and TiSA trade agreements , Albrecht was rapporteur for the Committee on Home Affairs and Justice and, in this context, managed to get the European Parliament to speak out against any weakening of the EU data protection rules within the framework of these trade agreements. Albrecht is one of the initiators of the Charter of Digital Fundamental Rights of the European Union , which was published at the end of November 2016.

As digitization minister of the state of Schleswig-Holstein, Albrecht initiated the conversion of the state's IT infrastructure to open source. In addition to the conversion of the data centers and server infrastructure, which has already largely taken place, the user interface is also to be converted to applications with open source codes by 2025. He also called for greater digital policy coordination at the federal level and was the initiator of a regular meeting of the state ministers responsible for digitization.

Agriculture

Even before he was sworn in as Minister of Agriculture, Albrecht campaigned for federal aid in the 2018 harvest crisis. Albrecht found it right that the federal government promised the farmers aid amounting to 340 million euros due to the crop damage caused by the drought. At the same time, he made it clear that agriculture must adapt to the changed climatic conditions and contribute to mitigating climate change. He advocates that those farmers who are particularly climate-friendly should be rewarded within the framework of EU agricultural subsidies, and that Germany makes its approval of the agricultural reform dependent on a stronger conditioning of the subsidies for climate and environmental protection.

As an interior expert for the Green Group, he made a name for himself in the negotiations on the Stockholm program through his commitment to a different security policy . Albrecht was one of the leading critics of the EU agreement on the transfer of SWIFT bank data to the US authorities and was instrumental in the rejection of the first agreement in February 2010. Albrecht also criticized the collection and dissemination of passenger data . As rapporteur for the Legal Affairs Committee in the European Parliament, Albrecht was involved in the creation of minimum standards in criminal proceedings at EU level.

Awards

Albrecht was presented with the data protection prize of the Society for Data Protection and Data Security in 2014 by Peter Schaar . Also in 2014 he received the International Champion of Freedom Award from the US civil rights organization Electronic Privacy Information Center .
