Peter Schaar (born August 22, 1954 in Berlin ) was Federal Commissioner for Data Protection and Freedom of Information (BfDI) from 2003 to 2013 .

Life

Schaar grew up in Berlin. He completed his studies in economics at the Free University of Berlin , the Johann Wolfgang Goethe University in Frankfurt am Main and the University of Hamburg . From 1980 to 1986, Schaar then worked in various functions in the administration of the Free and Hanseatic City of Hamburg . In 1986 he was first head of the department , then in 1994 deputy Hamburg data protection officer. In 2002 Schaar temporarily switched to the private sector and founded PrivCom Datenschutz GmbH based in Hamburg.

From December 17, 2003 Schaar held the office of the Federal Commissioner for Data Protection. The German Bundestag extended Schaars tenure on the proposal from the federal government to another term in office, which ended November 26, 2008 December 16, 2013. His successor was Andrea Vosshoff (CDU). After Schaar's appointment at the end of 2003, at the suggestion of the Greens , with many votes against - especially from the CDU / CSU parliamentary group - the re-election was clear: 484 of the 554 MPs present voted for Schaar.

In his function as the Federal Data Protection Officer, Schaar was a member of the Article 29 data protection group of the data protection officers of the EU member states, which he headed from February 2004 to February 2008. He worked in the International Working Group on Data Protection in Telecommunications of the International Data Protection Conference .

Since 2007 he has been a lecturer in the computer science department at the University of Hamburg. Since January 2016 he has headed the company's arbitration board for telematics applications for the health card (gematik).

Schaar is involved in the European Academy for Freedom of Information and Data Protection (EAID), an association founded in 2003 by Hansjürgen Garstka , of which he has been Chairman of the Board since September 2013. He is a member of the German Society for Freedom of Information, the Hamburg Data Protection Society , the Humanist Union and the Society for Computer Science . He is also a party member of Alliance 90 / The Greens . In 2008, Schaar received the Friedrich-Ebert-Stiftung'sThe Political Book ” award for his book The End of Privacy .

Schaar is the winner of the eco Internet AWARD 2008, a special award from the German Internet industry at the Eco Forum . The Society for Data Protection and Data Security (GDD) awarded him the GDD data protection award on November 14, 2013 as the first winner. On June 4, 2014 he received the Louis D. Brandeis Privacy Award from the US patient rights organization Patient Privacy Rights .

Peter Schaar lives in Berlin. He is married and has two children.
