Hansjürgen Garstka

Hansjürgen Garstka (born May 11, 1947 in Bischofsheim an der Rhön ) is a German data protection expert . For 16 years, from 1989 to 2005 , he was the data protection officer of the state of Berlin .

Life

Garstka studied law and political science at the universities of Munich , Regensburg and Oxford from 1966 to 1970 ; during his studies he was a scholarship holder of the Cusanuswerk Episcopal Study Fund and the Maximilianeum Foundation . In 1970 he passed the first state examination in Munich, where he also received his doctorate in 1972. phil. (Political science). In 1974 the second state examination in law followed in Regensburg and Munich.

Between 1971 and 1979 Garstka also worked as a research assistant and university professor at the Universities of Regensburg, the Free University of Berlin and the University of Kassel . Subsequently, in 1979 he became an employee of the Berlin data protection officer. 1982 followed his doctorate to Dr. jur. at the University of Hamburg .

In 1989 Garstka was elected Berlin data protection officer; In 1998 he was appointed professor for data protection at the Technical University of Berlin . In 1999 he became the Berlin Commissioner for Data Protection and File Inspection, and in 2001 this office was renamed the Berlin Commissioner for Data Protection and Freedom of Information. From 2003 to 2013 Garstka was chairman of the board of the European Academy for Freedom of Information and Data Protection in Berlin, which he founded.

Together with the legal scholar Alexander Roßnagel and the Dresden professor Andreas Pfitzmann , Garstka prepared an expert opinion in 2001 on the modernization of German data protection law . The suggestions of the three experts were received positively in specialist circles. However, the Federal Ministry of the Interior, which commissioned the report, did not implement the proposals.

On June 3, 2005 Garstka was replaced in office by the previous Brandenburg data protection officer, Alexander Dix .

Garstka is a member of the Advisory Board of the Humanist Union . He is married and has two sons.
