Jens Hinrich Kerstan (born February 18, 1966 in Hamburg ) is a German politician ( Bündnis 90 / Die Grünen ) and has been Hamburg's Senator for the Environment since April 2015 , initially in Senate Scholz II , Senate Tschentscher I and since June 10, 2020 in Senate Tschentscher II . From 2015 to 2020 he served as Präses a Department of Environment and Energy, since 2020, around the area of agriculture expanded authority for the environment, climate, energy and agriculture .

From 2001 to summer 2008 he was the deputy chairman of the Hamburg regional association of the Greens . From May 2008 to April 2015 he was chairman of the parliamentary group of the Greens in the Hamburg parliament .

Life

Education and professional career

Jens Hinrich Kerstan grew up in Hamburg-Bergedorf , where he lives again today. His father Heinz Kerstan was a co-founder of the shipping company TT-Linie . In 1985 Kerstan graduated from the Hansa-Gymnasium .

After the civil service, he graduated in economics with a focus on economic policy, environmental policy and finance at the University of Hamburg with the diploma. He then took part in a trainee program at Körber AG in 1995/96 . From 1996 to 1998 he was project manager in marketing at Hauni Maschinenbau AG . In 1989 he started his own business as a consultant in the environmental and development sector.

From 1995 to 2011 Kerstan was chairman of the nature conservation association “Society for Ecological Planning eV” (GÖP). In 1999 he was the chief negotiator of the environmental associations when the "North German Foundation for Environment and Development" (NUE) was founded and then organized its establishment.

Kerstan has been a member of the Greens since 1998 (in Hamburg until it was renamed Bündnis 90 / Die Grünen Hamburg in 2012, the Green Alternative List ). From October 2002 Kerstan was a member of the Hamburg Parliament. With the formation of the first black-green coalition of the Hamburg Senate in May 2008, he took over the chairmanship of the GAL parliamentary group. After the collapse of the coalition and the subsequent new elections in February 2011 , he was confirmed in this office.

His main focus was on economy and port, budget, environment, climate protection and energy. Kerstan advocated strengthening the Hamburg Parliament's position vis-à-vis the Senate through professionalization.

From 2012 onwards, Kerstan was committed to a publicly owned energy supply and supported the popular initiative “Our Hamburg - Our Network” . Kerstan's and Hamburg's call for remunicipalisation was enforced in a referendum on September 22, 2013.

In the 2015 general election , Kerstan and Katharina Fegebank formed the top team of the Greens. Kerstan won a direct mandate in his constituency of Bergedorf . In the course of the constituent meeting of the citizenship he was confirmed in his office as group leader of the Greens.

With the formation of a red-green coalition, he became senator of an authority for the environment and energy on April 15, 2015 after confirmation by the citizens . This was newly created as a spin-off from the previous authority for urban development and the environment . His citizenship mandate has been suspended since then and was held by the administrative lawyer Carola Timm . Kerstan also held the post of Senator for Environment and Energy in the Senate Tschentscher I , which has been in power since March 28, 2018 .

During his tenure, Kerstan was responsible, among other things, for the remunicipalisation of the energy networks and the realignment of Hamburg's energy policy. He presented a concept for replacing the coal-fired power station in Wedel and promoted climate-friendly district heating after the Hamburg district heating network was bought back. Kerstan advocated a complete phase-out of coal by 2030 at the latest and the introduction of a socially acceptable CO 2 tax. As the first state minister, Kerstan also campaigned for hardware retrofitting and the abolition of the diesel privilege in the diesel affair . In 2018, Hamburg was the first German municipality to order passage restrictions for diesel vehicles to keep the air clean at his behest as a senator.

On February 23, 2020, Kerstan again succeeded in entering the Hamburg Parliament . His mandate remains suspended while he serves as a senator.

As part of the continuation of the red-green coalition after the general election , Kerstan's authority was also assigned the area of agricultural policy from the economic authority in the Tschentscher II Senate in June 2020 . Since then he has led an expanded authority for the environment, climate, energy and agriculture (BUKEA).
