The Senate Chancellery is the State Chancellery of the First Mayor and President of the Senate in Hamburg . As part of the state government, it is a supreme state authority which also performs administrative tasks and staff functions for the first mayor as head of government, who has the status of prime minister in the city-state of Hamburg . The seat of the Senate Chancellery is the historic town hall building in downtown Hamburg .
