The Hamburg Authority for Transport and Mobility Turnaround ( BVM ) is one of eleven specialist authorities of the Senate of the Free and Hanseatic City of Hamburg and (with the exception of the port and airport areas ) is responsible for transport policy in the Hanseatic city. Until it was re-established as an independent transport authority in June 2020, its agendas and responsibilities were incorporated into the Authority for Economics, Transport and Innovation (BWVI), today's Authority for Economics and Innovation (BWI). The authority has its provisional seat at the same location as the BWI at Alten Steinweg 4 / Wexstraße 7 in Hamburg-Neustadt .

Anjes Tjarks ( Alliance 90 / The Greens ) has been the first Senator for Transport and Mobility Turnaround and President of the Authority since June 10, 2020 . He is supported by Martin Bill (Greens) as State Councilor.

history

The roots of the authority for traffic and mobility transition, which was founded in 2020, lie in both the economic and the old building authorities . After 1945 , the area of transport policy in the Senate of the Free and Hanseatic City of Hamburg was temporarily assigned to both departments . The exact department layouts and thus the responsibilities for transport issues changed several times. Most recently, the economic authority was responsible for the Hanseatic city's transport policy for many years. From 2011 to 2020 the authority last existed with responsibilities for economy, transport and innovation, headed by Senator Michael Westhagemann ( independent ) and two state councilors, including Andreas Rieckhof ( SPD ), a state council specifically for the transport sector.

After the 2020 general election , as part of the continuation of the red-green coalition in the Tschentscher II Senate , it was decided to create a new, independent authority for transport and mobility transition in order to be able to give the central topic of urban development a new focus. During the election campaign, the Greens were increasingly campaigning for responsibility for transport issues in order to be able to more effectively implement their climate and environmental policy concepts and objectives of a city with fewer cars and more bicycle friendly. However, in the course of the coalition negotiations, at the insistence of the SPD as the larger coalition partner, the important competencies for the port , the airport and the planning approval remained with the economic authority, as well as the responsibility as road traffic authority with the SPD-led authority for interior affairs and sports and the Hamburg police .
