The Authority for the Environment, Climate, Energy and Agriculture ( BUKEA ) is one of eleven specialist authorities of the Senate of the Free and Hanseatic City of Hamburg . She speaks to a ministry in large states and is responsible for environmental and energy policy and, since 2020, for the Hanseatic city's agricultural policy .

The responsible Senator and President of BUKEA has been Jens Kerstan since April 15, 2015 ; State councilor is Michael Pollmann (both Bündnis 90 / Die Grünen ). The office is located in an office building on the former IBA site in the Wilhelmsburg district .

history

For the first time since December 1, 1978, Hamburg had its own specialist authority for the environmental policy field, which had previously been divided among various specialist authorities, at that time under the name of the Authority for District Affairs , Nature Conservation and Environmental Design (BBNU).

From January 1, 1985, the authority was called the Environmental Authority . From 1987 the UB also took over the areas of water management, energy and urban waste disposal from the building authority at the time .

After the 2001 general election , the previous environmental authority, the Office for Health from the Authority for Labor, Health and Social Affairs and the Consumer Protection division from the Economic Authority were merged to form the new Authority for Environment and Health . However, this was dissolved again in April 2004 and the environmental department was merged with the previous authority for building and transport to form the authority for urban development and the environment (BSU).

The agency for the environment and energy existed since July 1st, 2015 . It was formed from several offices and departments of the former BSU. On January 1, 2019, the offices of the BUE were redesigned and, among other things, a new office "Energy and Climate" was created. In 2020, as part of the continuation of the red-green coalition after the state elections in Senate Tschentscher II , the area of agricultural policy was also integrated from the economic authority into the environmental authority and an authority for the environment, climate, energy and agriculture (BUKEA) was created.

Organization and tasks

Since January 2019, BUKEA has been divided into five offices (comparable to departments in other state ministries):

  • Central tasks, law and participations (ZR),
  • Water, wastewater and geology (W),
  • Nature conservation, green planning and soil protection (N),
  • Immission control and waste management (I) and
  • Energy and Climate (E).

There is also the presidential department (P), internal auditing (IR) and a sustainability department.

The management of the authorities is supported in an advisory capacity by the deputation , consisting of the senator (chairman) and 15 voluntary civil members (deputies) elected by the Hamburg parliament .

The headquarters of BUKEA and its predecessor authority has been at Neuenfelder Straße 19 in Hamburg-Wilhelmsburg since July 2013 . The service building is one of the most modern buildings ( KW70 standard ). It uses only 70 kilowatt hours of primary energy per square meter per year. The building, which was built by the Hamburger Sprinkenhof GmbH according to plans by the architects Sauerbruch Hutton , was part of the International Building Exhibition (IBA) 2013. At that time, a new urban quarter was created from a former fallow area in the center of Wilhelmsburg, which, in addition to many IBA buildings, was created also the area of ​​the International Garden Show 2013 belongs.

The BUKEA shares the service building with the authority for urban development and housing (BSW). In the foyer of the building is the Hamburg city model , which has been continuously expanded for over 60 years and takes account of urban development . The Hamburg city center with its buildings, green spaces and water areas is reproduced on a 1: 500 scale on an area of ​​around 111 m².
