The authority for work, health, social affairs, family and integration (social authority) is one of eleven specialist authorities of the Senate of the Free and Hanseatic City of Hamburg and the Hanseatic city's ministry responsible for labor market , health , social and family policy and integration . The authority was formed in 2011 as part of the new formation of the Senate under Olaf Scholz from parts of several predecessor authorities and expanded in 2020 with the arrival of Senate Tschentscher II to include the area of ​​health from the now dissolved authority for health and consumer protection .

Melanie Leonhard has been Senator and President of the Authority since 2015 , and Petra Lotzkat (both SPD ) is State Councilor for Labor and Social Affairs . As of June 2020, an additional State Councilor will take over responsibility for the newly integrated area of ​​health.

The authority is based at Hamburger Straße 47 in the Barmbek-Süd district .

The authority goes back to the Allgemeine Armenanstalt founded in 1788 . Their management was incumbent on the poor college , which consisted of councilors , senior elders , poor rulers and custodians of the five parishes . Initially limited to the area of ​​the old and new town, the work of the institute was extended to the suburb of St. Georg in 1799 and temporarily transferred to the police authorities during the French occupation . In the suburb of St. Pauli as well as in the other rural communities belonging to Hamburg there were initially their own poor institutions. Only after the founding of the empire in 1871 was the poor system standardized by law. After the First World War, the poor institution was merged with other charitable institutions in the newly created welfare office (from 1928 "social authority"). The assets of the former poor institution still exist today as a special fund foundation under the authority of the authority.

After 1945, the department layout changed several times. In the 1950s, for example, there was temporarily an independent labor authority, but most of the time the labor and social affairs departments were combined in one authority or under a senator. At times, the labor department also belonged to the economic authority and the health department to the social authority. From 2011 to 2020, the authority was responsible for labor, social, family and integration issues. In 2020, as part of the continuation of the red-green coalition after the citizenship elections in Senate Tschentscher II, the health policy area was again integrated into the social authority by the now dissolved authority for health and consumer protection .
