The Hamburg Authority for Economy and Innovation ( BWI ) is one of eleven specialist authorities of the Senate of the Free and Hanseatic City of Hamburg and is responsible for economic policy and innovation promotion in the Hanseatic city. Michael Westhagemann (independent) has been the Senator for Economic Affairs and President of the authority since November 1, 2018 . The sole State Councilor since June 2020 has been Andreas Rieckhof , who already acted as State Councilor for Transport in the authority from 2011 to 2020. He replaced Torsten Sevecke as State Councilor for Economic Affairs.

The roots of today's authority lie in the Admiralty , founded in 1623 , which consisted of representatives of the council, the merchants and the boatmen. She was not only responsible for the military protection of shipping, but also for the pilotage on the Lower Elbe and the maintenance of beacons and navigation signs. In addition, the college was also the port police and the highest judicial authority in disputes in the port, with regard to shipping and maritime trade.

During the French era , the Admiralty was dissolved and its tasks were transferred in 1814 to the newly formed "Shipping and Port Deputation". In 1863 this was incorporated into the “Deputation for Trade, Shipping and Industry”, which in turn became today's economic authority after 1945.

After 1945, the exact departmental structure of the authority changed several times. In the Senates of Beust II , III and Ahlhaus, for example, the labor department was part of the economic authority, which for a long time was also responsible for the Hanseatic city's transport policy. The authority last existed from 2011 to 2020 with responsibilities for economy, transport and innovation. In 2020, as part of the continuation of the red-green coalition after the state elections in the Tschentscher II Senate, a new, independent authority for transport and mobility transition was created, whereby the economic authority lost its responsibility for this topic. However, she is still responsible for the port , the airport and the planning approval .
