The Ministry of Economics, Labor, Energy and Transport is the Ministry of Economic Affairs , Labor Ministry , Energy Ministry and the Ministry of Transport of the German state of Saarland and one of seven ministries of the Saarland state administration. The ministry is based in Saarbrücken .

Anke Rehlinger has been the minister of the ministry since January 15, 2014 . State Secretary in cabinet rank is Jürgen Barke .

history

There were no ministries in the Saarland administrative commission, which was in office from 1946 to 1947 . Heinrich Danzebrink was the director of economics and Richard Kirn was the director of labor . In 1947 the Ministry of Economic Affairs was founded as the Ministry of Economy, Transport, Food and Agriculture . The area of ​​“work” was assigned to the Ministry of Social Affairs for the longest time and most recently came to the Ministry of Economic Affairs in 2012.

The ministry is responsible for SME and economic development, labor market policy, climate protection, energy, transport, aviation as well as economic and structural policy.

Rail transport

As a result of the Regionalization Act, the state has been responsible for ordering regional rail services since 1996 . In Saarland, the MWAEV takes on this task as the responsible body for local rail passenger transport . Some of the associated tasks, such as local transport planning and tendering, are carried out by the Saar Transport Management Company , on whose advisory and supervisory boards the ministry sits. In 2015, around 7.75 million train kilometers were driven on behalf of the ministry.

The Saarland begins the public tendering of local rail transport services much later than the other federal states. The first invitation to tender is for the “E-Netz Saar-RB”, which covers around 5.5 million train kilometers per year, for fifteen years. The start of operations was initially planned for the end of 2018, but at the start of the negotiation process in December 2015 it had already been postponed to December 2019, and a further postponement of one year in the event of procedural delays is planned. The network is divided into two lots with limited lot limits. There are net contracts awarded and used vehicles are permitted in both lots. The award was made at the beginning of January 2017. Lot 1, which comprises 3.2 MZkm per year, is to continue to be operated by DB Regio , Lot 2 by Vlexx . DB Regio wants to use Alstom Coradia Continental , Vlexx Bombardier Talent 3 . Lot 2 also includes operation with diesel vehicles on the RB 72 line (Saarbrücken - Illingen - Lebach) for the first two years, for which used Siemens Desiro is to be used. Previously, the MWAEV was only involved in tenders from other transport authorities (such as the ZSPNV Süd at the Südwest-Express ).
