Conference of Transport Ministers

The Standing Conference of the Transport Ministers of the Federal States in the Federal Republic of Germany (short form: Transport Ministers Conference , abbreviation VMK ) is a joint instrument that is supposed to coordinate the transport policy of the federal states .

The VMK is a voluntary association of the ministers and senators responsible for transport and infrastructure of the federal states and has its seat in Berlin at the Bundesrat . It has no legislative power, its decisions are therefore not legal provisions, rather they first have to be enacted by the respective country as national legal provisions.

Tasks and way of working

The transport ministerial conferences usually take place twice a year and are convened by the chairperson of the VMK. All transport ministers and senators of the German federal states are entitled to participate and vote . The Federal Minister for Transport and Digital Infrastructure is allowed to take part in the VMK as a guest and to register his own topics; he is not entitled to vote.

The aim of the VMK is, on the one hand, to exchange information and experience in the field of transport policy; on the other hand, it is the forum for transport ministers and senators to coordinate joint political action with the federal government.

Resolutions of the VMK are not legally binding. If these fall unanimously, however, they are politically binding. Resolutions passed by majority reflect only the opinion of the majority of the conference members.

Chair

The chairmanship of the conference of transport ministers rotates every two years, on January 1st. The chairman of the following period acts as deputy chairman in the two years before his or her chairmanship.

Committees

The meetings of the Transport Ministers' Conference are prepared by the Joint Conference of Heads of Transport and Road Construction (GVKS). Furthermore, there are six permanent working groups of the federal states and federal-state technical committees to support the VMK . a. to railway policy or road construction policy.
