The Personnel Office of the Free and Hanseatic City of Hamburg is a Senate Office of the Senate of the Free and Hanseatic City of Hamburg and, like the Senate Chancellery, reports directly to the First Mayor . The main focus areas for strengthening and promoting knowledge and methodological and action competence of employees as well as the leadership skills of management executives are:

The personnel office with its legal department takes on further tasks for the entire public service of the Hanseatic city.

Another task of the personnel office is the preparation of decisions of the Senate on the application and further development of public service and collective bargaining law and ensuring the uniform application of these. The main topics here are the content of draft laws and ordinances in Hamburg, participation in collective bargaining and the design of collective bargaining law.

The Personnel Office is also solely responsible for appointments, secondments and transfers of civil servants from all Hamburg offices and authorities, as well as for taking on civil servants from other employers.

For examinations and appraisals in accordance with service law, for example when new civil servants are hired or civil servants from another employer are taken over to Hamburg, there is the personal medical service, which carries out this centrally for Hamburg.

The occupational health service is the internal service provider for medical issues. He performs the prescribed company medical advisory and examination tasks and supervises and advises institutions of the Hamburg administration. Numerous other public companies in the city also use this service.

The Landesbetrieb Zentrum für Personaldienste (ZPD) is responsible for calculating and booking the remuneration of all active employees as well as retirees in the city. Pension advice, family benefits, payroll accounting and allowances are also centrally the responsibility of the ZPD.
