The Hamburg Authority for Health and Consumer Protection (BGV) was one of eleven specialist authorities of the Senate of the Free and Hanseatic City of Hamburg and the ministry in the Hanseatic city responsible for health policy and consumer protection . The authority had its seat at Billstrasse 80 in Hamburg-Rothenburgsort .
The authority was formed in 2011 as part of the new formation of the Senate under Olaf Scholz from parts of the former authority for social affairs, family, health and consumer protection. Senator and President of the Authority for Health and Consumer Protection was Cornelia Prüfer-Storcks ( SPD ), State Councilor was Matthias Gruhl (independent) since November 1, 2018 . The authority was dissolved in the course of the formation of the red-green Senate Tschentscher II in June 2020 and its areas of responsibility were divided between various other Senate authorities. The health sector and the associated office were incorporated into the authority for work, health, social affairs, family and integration (social authority). The competences in the area of consumer protection were transferred to the authority for justice and consumer protection .
Authority history
Until 1945 the responsibility lay with the police authority (health police ). From 1947 to 1988 there was an independent health authority, after which the department was alternately part of the social , environmental or scientific authority . The authority has been independent again since 2011 and is managed jointly with the “Consumer Protection” division. In the course of the formation of the red-green Senate Tschentscher II , the BGV was dissolved again in June 2020 and the health department was again part of the social authority . The area of consumer protection was incorporated into the judicial authority , the Institute for Hygiene and Environment , which was previously subordinate to the BGV , was transferred to the authority for the environment and energy , now the authority for the environment, climate, energy and agriculture .
