The State Chancellery of Schleswig-Holstein ( StK SH for short ) is the State Chancellery of the Prime Minister of Schleswig-Holstein . As part of the state government, it is a supreme state authority which performs administrative tasks and staff functions for the head of government and coordinates the work of the individual specialist departments (ministries) in implementing the policy competence of the prime minister. The seat of the State Chancellery is in the state capital Kiel .

The current head of the authorities under Prime Minister Daniel Günther ( CDU ) is Dirk Schrödter (CDU).

Head of the State Chancellery (CdS)

At the suggestion of the Prime Minister, a State Secretary is entrusted with the management of the administration as political official and head of the State Chancellery (CdS). Dirk Schrödter ( CDU ) has held this office under Prime Minister Daniel Günther (CDU) in the cabinet of the same name since June 28, 2017 .

Another State Secretary is also active in the organizational area of ​​the State Chancellery and thus under the Prime Minister as the representative of the State of Schleswig-Holstein at the federal level and at the same time head of the State Representation in Berlin . Organization and tasks

The State Chancellery works for the Prime Minister and the coordination of the state government as a whole. It is divided into the largely independent state representation in Berlin , the press and information office of the state government (number 1), a staff unit for media policy and three main departments (numbers 2 to 4).

There are currently around 260 men and women employed in the State Chancellery : administrative officials and employees from a wide variety of professions, such as lawyers , political scientists , journalists , graduate administrators and administrative clerks .

Department 1 as the state government's press and information office

The press and information office is headed by the government spokesman Peter Höver and is responsible for organizing press work and support for the state government.

Department 2 for departmental coordination

Department 2 is responsible with its departments for questions of departmental coordination, cabinet and state parliament matters, the preparation for the Prime Minister's Conference, the minutes and for the preparation of speeches and texts.

The staff of this unit organize the Cabinet and State Secretary meetings . In addition, all state parliament matters of the state government are coordinated here; this includes around 600 small inquiries per year. Another focus of work is federal-state coordination. It ranges from the conferences of the Prime Ministers and those of the heads of the state chancelleries to the Federal Council and North German cooperation. In addition, speeches and texts for the Prime Minister are drafted in the unit.

Reports on departmental coordination, planning, analyzes and key issues

The task of various departments is to coordinate the departments with the relevant ministries, in which the content of the departments is reflected. This essentially includes controlling the ministries' activities with regard to the implementation of the state government's objectives documented in the government declarations and the work program of the state government, advising the Prime Minister and the head of the state chancellery on technical issues and maintaining contact with the respective department.

Protocol, medals and decorations

This department is responsible for protocol matters , for orders and decorations of the federal and state governments and for the guest house of the state government. The protocol plans and organizes social events for the prime minister and state visits . It takes care of mourning and condolence matters as well as protocol matters of the Bundeswehr and the Schleswig-Holstein Music Festival . In addition, the employees deal with matters relating to medals and decorations. The department is also responsible for scheduling and organizing events in the guest house of the state government.

Communication, public relations and event management department

This unit designs and organizes events and trips for the Prime Minister with a thematic focus. It implements the public relations work of the state government, for example a campaign to recruit young people. This is also where printed and digital information as well as films and presentation materials are created. The department is responsible for greetings from the Prime Minister in printed publications or on the Internet and takes care of the photo service for the State Chancellery.

Foreign Affairs and National Minorities Unit

This unit is responsible for the country's foreign relations (with the exception of the EU and the Baltic Sea ) and for the affairs of national minorities . This includes the planning and organization of foreign trips by the Prime Minister as well as the supervision of incoming delegation visits . Relations with the partner regions in Zhejiang ( China ) and Hyogo ( Japan ) are also being coordinated. The department is also responsible for looking after the diplomatic corps and consular corps (outside of Schleswig-Holstein). The minority policy of the state government is coordinated and accompanied. This includes cooperation with the representatives of the national minorities and the Low German speaker group as well as with the Federal Union of European Ethnic Groups (FUEN) and the European Center for Minority Issues (ECMI).

Department 3 for State Planning, Personnel and Budget

Department 3 is responsible for questions of state planning, personnel and legal matters as well as for the budget.

Land planning

The task of state planning is to coordinate the diverse usage requirements for the Schleswig-Holstein area, to minimize any conflicts that arise and to take precautions for individual room uses. The aim is to develop the space sustainably, so that economic , ecological and social aspects are taken into account. To this end, the state planning department develops guiding principles and defines spatial planning goals in the state development plan and in the regional plans. Important spatially relevant topics are the use of wind energy , large-scale retail , regional and intercommunal cooperation or maritime spatial planning. The tasks of regional planning also include the implementation of spatial planning procedures for cable and rail routes.

Personnel, budget and internal service

This department is responsible for the various internal services of the State Chancellery. This includes, for example, the hiring and support of the staff , the preparation and execution of the household as well as the operation of the IT network and the support of the PC workstations. The State Chancellery's records department is also located in Department 3. In addition, the employees take care of the internal organization and general services, such as the procurement and administration of materials.

Chief Information Officer (CIO) and IT Management

Cooperative Personnel Management (KoPers)

In the KoPers project, work is being carried out to replace the separate old procedures currently in use in the area of ​​personnel administration and accounting with modern, standardized software called "KoPers". The previous processes are examined, adjusted, largely automated and centralized.

Office for media policy

In Schleswig-Holstein, responsibility for media policy , radio ( radio and television ) and telemedia lies with the State Chancellery. The main task is to help ensure that there is a legal framework within which these media can develop. Another task is to monitor compliance with media law . Both areas are partly fulfilled in cooperation with the other countries. This is achieved through joint international agreements ( interstate broadcasting agreement , youth media protection agreement ) and joint legal supervision of public institutions active in this field ( ZDF , NDR , MA HSH), which are supported by all or more countries. According to its own statement, the State Chancellery supports the close network of actors and institutions in the interests of a diverse range of media.

State representation in Berlin and politics in federal affairs

Schleswig-Holstein is to exert influence on federal politics through the state representation in Berlin . The state government participates in the legislative process in particular through the Federal Council and formulates its own positions in cross-border policy areas (federal affairs).
