State election in Hamburg 2011
The election for the 20th Hamburg citizenship on February 20, 2011 was decided by the citizenship on December 15, 2010 after the black-green coalition that had ruled since 2008 had broken down and the Senators of the GAL in the Ahlhaus Senate announced their resignation on November 29, 2010 had. The election resulted in the absolute majority of the SPD in the state parliament, which elected Olaf Scholz as first mayor on March 7, 2011 and the senators he had proposed on March 23, 2011 ( Senate Scholz I ).
At the same time, new district assemblies were elected on February 20, 2011 , albeit with a shortened term until June 13, 2014.
The renewed change in the electoral law in Hamburg (with a total of 20 votes to be distributed at the citizenship and district assembly) led to a count of several days, the official final result of which was determined on March 4th, 2011, before the citizenship met for the first meeting on March 7th.
The turnout of 57.3 percent was still well below the worst result of 2008.
Suffrage
In 2011 there was a new right to vote: due to a referendum (2004) , in addition to the state list, MPs from the 17 newly formed constituencies, in which five votes were to be given to individual candidates or the respective party list, were already in the citizenship for the 2008 election has been chosen. A new referendum led to the strengthening of the personalized proportional representation system, in which 5 votes (by cumulating or variegating) had to be distributed to individual candidates or a party list in the state list, while only individual candidates were now available for election in the constituencies. The same applied to the elections to the district assemblies, which in future are to take place at the same time as the European elections . There were therefore a total of 20 votes to be given on the four ballot papers, which were issued in the form of four booklets due to the numerous candidates.

On May 15, 2011 a partial re-election took place in the district of Harburg in the polling stations Kirchenhang 33 (constituency 71006) and Grumbrechtstrasse 63 (constituency 71108). It brought no change in mandate. On the other hand, there are effects in the Harburg district assembly.
Election analysis
The SPD won 62 of 121 seats in the citizenry. With a share of the vote of 48.4 percent, it achieved its best result since 1982. The CDU lost almost half of its share of the vote and got its worst result to date with 21.9 percent. With a minus of 20.7 percentage points, the CDU suffered the highest losses ever in an election to a German state parliament. Electoral researchers justify the heavy losses with the failure of the black-green coalition, for which voters mainly blamed the CDU. In addition, the First Mayor and CDU candidate Ahlhaus had significantly lower popularity ratings than his predecessor von Beust, who resigned in August 2010. Ahlhaus's term of office lasted less than six months and was marked by the collapse of the black-green coalition, which is why he could not benefit from an office bonus.
With a share of the vote of 11.2 percent, the Greens were able to gain slightly, but they too fell short of expectations and were only able to benefit little from the positive trend in Germany. The GAL missed its election goal of being able to form a red-green coalition. The FDP improved to 6.7 percent and thus achieved its best result since 1974. It was able to move back into the citizenship for the first time since 2001. Their good performance was favored by the heavy losses suffered by the CDU, which enabled them to assert themselves against the generally poor German polls. The left remained stable with its result of the previous election at 6.4 percent. This allowed the party to move into the citizenship for the second time in a row. Of the remaining eight parties and electoral associations, all of which failed to pass the five percent hurdle, only the Pirate Party achieved a significant result with 2.1 percent.
The turnout fell for the third time in a row, from 71% in 2001 to 68.7% in 2004 and 63.5% in 2008 and finally 57.3% in 2011.
initial situation
In the general election on February 24, 2008 , the CDU ( Senate von Beust II ) , which had ruled alone until then, had fallen back from an absolute to a relative majority of mandates. Mayor Ole von Beust had therefore formed a coalition government with the GAL ( Senate von Beust III ). On July 18, 2010, the day of the referendum on the school reform in Hamburg , Ole von Beust announced his resignation on August 25, 2010, regardless of the outcome of the referendum. In this referendum, the extension of primary school time from four to six years, which he favored, was rejected by a majority of the citizens.
After von Beust's resignation and the election of Christoph Ahlhaus as First Mayor on August 25, 2010, the GAL announced on November 28, 2010 that it would end the coalition prematurely and spoke out in favor of new elections. Thereupon, on December 15, 2010, the citizens unanimously decided to hold new elections on February 20, 2011 in accordance with Article 11, Paragraph 1 of the Constitution of the Free and Hanseatic City of Hamburg .

Opinion polls indicated a significant increase in votes in the SPD and GAL and a majority for red-green as early as the dissolution of the citizenship on December 15, 2010. An absolute majority in the SPD, for which around 46 percent of the votes were required because of the 5 percent threshold, appeared conceivable, but not certain. The return of the FDP to the citizenry was considered unlikely.

Parties that have not been represented in the Bundestag or in a Landtag without interruption since the last election had to show 1,000 support signatures for approval of the Land list, and 100 signatures each for constituency lists. The Sarazzi Party - for referendums SPV Atom-Stuttgart21 could not provide the necessary supporting signatures and has submitted an application for extraordinary approval. In addition, an application was submitted to the Hamburg Constitutional Court with the aim of being exempted from collecting 1,000 support signatures due to the shortened lead time for this election. Even the Free Voters Germany Independent Group Germany Party Union Association (DIE FREIE Hamburg) could not collect the necessary support signatures to a sufficient extent. The Free Union had announced its participation, but had not submitted a country list. The German Conservatives were not allowed to vote because they had submitted their announcement late. Only for the election of the district assembly in constituency 14 did the Human Economy Party (HUMANWIRTSCHAFT) stand.
