The election for the 18th Bremen citizenship took place on May 22, 2011. The Bremen Citizenship is the state parliament of the Free Hanseatic City of Bremen . The city of Bremen deputies form the city ​​citizenship  - the local people's representation of the city ​​of Bremen .

In addition, the advisory councils were elected in Bremen and the city ​​council assembly in Bremerhaven .

In the state elections, the red-green coalition under Jens Böhrnsen ( SPD ) , which has ruled the Senate since 2007, was able to expand its majority. The CDU fell behind the result of the Greens for the first time in a German state election and was only the third strongest party. While DIE LINKE (via the electoral area City of Bremen) and BIW (via the electoral area Bremerhaven) were still represented in the citizenry, the FDP , as well as all other parties, failed in both electoral areas at the 5% hurdle.

Eligibility to vote

Every German who had had a permanent place of residence in Bremen for at least three months was eligible to vote for the citizenship. In this election, the age for active voting rights was reduced to 16 for the first time. The right to stand for election was granted upon reaching the age of majority. Citizens of the member states of the EU were only treated on an equal footing with Germans for the choice of city citizenship.

Electoral system

A new electoral system was introduced for these citizenship elections : each eligible voter could distribute five votes to lists or applicants recorded in them ( cumulation and variegation ). Due to the large number of applicants, all of whom had to be listed by name and provided with five fields for the votes due to the election process, ballot booklets in DIN A4 format were used.

Parties

With the exception of the parties and constituencies represented in the citizenry (SPD, CDU, Greens, Linke, FDP, BIW), signatures of support had to be presented in order to be allowed to vote. By March 8, 2011, voter participation had to be reported to the regional returning officer; the determination of which associations are to be recognized for the election was made by the state election committee on March 25, 2011. The final decision on the approval of the lists submitted was made on April 8, 2011.

A red-green coalition has ruled Bremen since the 2007 general election . During the current legislative period there were six party and parliamentary group changes within the citizenry. The left lost Walter Peter Müller, who founded the voters' association for Bremerhaven . The DVU lost its only MP Siegfried Tittmann, who later founded the voters' association Protest der Bürger . With the resignation of Uwe Woltemath, who founded the Bremer & Bremerhaven Citizens List , the FDP also lost its parliamentary group status. One MP each from the CDU, one from the Greens and one from the Left switched to the SPD.

Election campaign

BIW invested 100,000 euros in the election campaign. DIE LINKE invested 230,000 euros in the election campaign. Bündnis 90 / Die Grünen put 190,000 euros into the Bremen election campaign.

The CDU decided to ask the candidates on the top list to contribute to the election campaign costs of 800 euros. If the candidate does not get a seat in parliament, the amount would be repaid. The practice met with criticism. Membership fees are usually only paid after an election.

Decision support

The Federal Agency for Civic Education (bpb) switched a Wahl-O-Mat at the end of April 2011 , which had been used around 93,000 times by May 21, 2011.
Parteivergleich.eu is an alternative to Wahl-O-Mat. The answers of the Bremen parties and electoral associations to 80 questions were sorted by topic.
On Abgeordnetenwatch .com there was a candidate check. In addition, the individual candidates from the 16 competing lists could be asked questions about the Bremen election.

Two electoral exchanges were organized by »PESM« (Prognosys Electronic Stock Markets) and Wahlfieber.de for the state election.
