The five percent hurdle applies to both cities separately:

Since the WdF in 1951 and the KPD in 1955 received more than 5% of the votes in the city of Bremen, they were each represented in the state parliament by four members.

In 1951, the BHE received less than 5% of the votes in the area of the city of Bremen. With his significantly higher share of the vote in Bremerhaven, he got two seats there.

Since the FDP 2003, the DVU 1987, 1999, 2003 and 2007 as well as the BIW 2007, 2011, 2015 and 2019 each received more than 5% of the votes in Bremerhaven, they were / are each represented in the state parliament by one member.

Senates

In June 1945, the first post-war senate was formed under the leadership of the non-party mayor Erich Vagts . The first senate consisted of a coalition of the SPD, BDV and KPD. He was also supported by the non-party. In August the coalition was continued under the new mayor Wilhelm Kaisen . From April 17, 1946, the Bremen citizenship, appointed by the Allies , controlled the Senate.
