The FDP Bremen is the regional association of the Free Democratic Party in the state of Free Hanseatic City of Bremen .

history

BDV and FDP

After the Second World War , the Bremen Democratic People's Party (BDV) was founded as a liberal and bourgeois party. Other liberal parties with different names formed in the zones of occupation . In 1947/48 the liberal state parties merged with the FDP, which was founded in 1947 - except for the BDV. One of the main reasons for this in Bremen was a spin-off from the BDV: The Hollmann-Grabau Group joined the Bremen FDP on February 13, 1947, because it did not like the political orientation of the strongly economically oriented BDV. Since 1949 this group appeared as a regional association of the FDP. It was only when the Hollmann Grabau Group returned to the BDV in 1951 that the Bremen Liberals were united in the common FDP party.

Mayor Theodor Spitta , Senator Hermann Apelt , Wilhelm Böhmert and Senator Hermann Wenhold had great importance in the BDV, which has been represented in the Bremen citizenship and in the Senate of the Free Hanseatic City of Bremen since 1945 . In the first Senate (June 6, 1945 to August 1, 1945) after the Second World War, the BDV appointed Theodor Spitta, the mayor and Senator of Justice, as well as the Senator for Economics, Ports and Transport with Hermann Apelt and Hermann Wenhold and Ludwig Hillmann from 13 June 1945 the Senator for Finance and Construction Senator. Other formative liberal politicians of the early days were Georg Borttscheller , Wilhelm Nolting-Hauff and Ulrich Graf .

In the Appointed Bremen Citizenship of 1946, the BDV was represented by 20 members. From August 1, 1945 to November 28, 1946 , the BDV provided the mayor and Justice Senator with Theodor Spitta, Hermann Wenhold the Finance Senator, Ludwig Hillmann the Construction Senator and Hermann Apelt the Senator for Economics, Ports and Transport in the Kaisen I Senate from August 1, 1945 to November 28, 1946. On March 30, 1946, Hermann Wenhold resigned from the office of Finance Senator. The later FDP politician Wilhelm Nolting-Hauff became the new Finance Senator as a non-party .

In the first general election on October 13, 1946, the BDV received 18.3 percent of the votes and thus had twelve members in the first electoral period of the citizenship . The BDV formed a coalition with the SPD and KPD. In Senate Kaisen II , Theodor Spitta became mayor and senator for justice, constitution and church affairs and Hermann Apelt senator for ports, shipping, economy and labor. On December 17, 1946, Hermann Apelt was replaced in his function as Senator for Ports, Shipping, Economy and Labor by the SPD politician Hermann Wolters .

In the 1947 citizenship elections , the BDV and FDP together achieved 19.4 percent of the vote and had a total of 17 members. Compared to the first choice, the BDV and FDP together gained 1.1 percentage points. The BDV / FDP parliamentary group formed a social-liberal coalition together with the SPD. In Senate Kaisen III , Theodor Spitta became Deputy President of the Senate, Mayor and Senator for Justice, Constitution and Church Affairs. Hans Meineke became Senator for Health and Housing, Hermann Apelt Senator for Ports and Shipping. The Senator for Food and Agriculture Erhard Heldmann resigned from his office on September 14, 1949.

From 1951

In the state election in Bremen in 1951 , the FDP achieved 11.8 percent and had twelve members; compared to the state election in 1947, it lost 7.6 percentage points and five seats - taking into account the BDV result of 1947. Together with the SPD and CDU, she formed a coalition. In the Kaisen IV Senate , Theodor Spitta became Deputy President of the Senate, Mayor and Senator for Justice, Constitution and Church Affairs. Wilhelm Nolting-Hauff became Senator for Finance, Hermann Apelt Senator for Ports, Shipping and Transport and Gustav Wilhelm Harmssen Senator for Economic Research and Foreign Trade. On March 25, 1953 Gustav Wilhelm Harmssen was replaced in his function as Senator for Economic Research and Foreign Trade by Ludwig Helmken .

In the 1955 state elections , the FDP achieved 8.6 percent and eight seats, compared to the previous election it lost 3.2 percentage points and four seats. Together with the SPD and CDU, she continued the coalition. In the Kaisen V Senate , the FDP provided Wilhelm Nolting-Hauff as the Senator for Finance and Ludwig Helmken as the Senator for Foreign Trade.

Social liberal time

The state election in Bremen in 1959 ended with 7.2 percent and seven seats for the FDP. Compared to the previous election, losses of 1.4 percentage points and one seat were recorded. Together with the SPD, the FDP formed a social-liberal coalition. In the Kaisen VI Senate , Ulrich Graf became Senator for Justice and the Constitution, Wilhelm Nolting-Hauff Senator for Finance and Georg Borttscheller Senator for Ports, Shipping and Transport. Johann Diedrich Noltenius replaced Wilhelm Nolting-Hauff on May 9, 1962 as the new Senator for Finance.

In the general election in Bremen in 1963 , the FDP was able to increase for the first time in 16 years. With a result of 8.4 percent, the FDP received eight seats in the new citizenship. Compared to the 1959 election, the FDP was able to gain 1.2 percentage points and one seat. She continued the coalition with the SPD. In the Kaisen VII Senate , the FDP provided Ulrich Graf as the Senator for Justice, Constitution and Church Affairs, Johann Diedrich Noltenius as the Senator for Finance and Georg Borttscheller as the Senator for Ports, Shipping and Transport. On July 20, 1965, the coalition was continued with the formation of a new Senate under Willy Dehnkamp. In the Dehnkamp Senate , the previous FDP senators remained in their offices. On January 19, 1966, Rolf Speckmann replaced the Finance Senator Johann Diedrich Noltenius.

The general election in Bremen in 1967 ended with a result of 10.5 percent and ten seats. Compared to the previous election, the FDP was able to gain 2.1 percentage points and two seats. She continued the coalition with the SPD. In Senate Koschnick I , the FDP provided three senators: Ulrich Graf as Senator for Justice, Constitution and Church Affairs, Rolf Speckmann as Senator for Finance, and Georg Borttscheller as Senator for Ports, Shipping and Transport. On June 1, 1971, Rolf Speckmann was replaced as Senator for Finance by Oskar Schulz (SPD).

Opposition time

Because of the political orientation of the University of Bremen , which was founded in 1971, the FDP ended the coalition with the SPD . The three FDP senators resigned on June 1, 1971. In the subsequent general election in Bremen in 1971 , the FDP lost 3.4 percentage points and three seats and achieved a result of 7.1 percent and seven mandates.

The general election in Bremen in 1975 ended with a result of 13.0 percent for the FDP. The FDP thus provided 13 seats in the new citizenship. Compared to the state election in 1971, she was able to gain 5.9 percentage points and six seats. It remained an opposition party because the SPD was just able to defend its absolute mandate majority. In the state election in Bremen in 1979 , the FDP was able to achieve 10.7 percent and eleven seats. Compared to the 1975 election, it lost 2.3 percentage points and two seats.

In the parliamentary elections in Bremen in 1983 , the FDP missed out on membership for the first time in its history with a result of 4.6 percent. Compared to the previous election, it lost 6.1 percentage points. In the state elections in Bremen in 1987 , the FDP was able to return to the citizenry with a result of 10.0 percent - a gain of 5.4 percentage points - and ten mandates.

Traffic light coalition

The general election in Bremen in 1991 ended with a result of 9.5 percent for the Bremen Liberals. Compared to the 1987 general election, the FDP lost 0.5 percentage points. However, she was able to hold the ten seats. Together with the SPD and the party “The Greens” (from 1993: Bündnis 90 / Die Grünen ), they formed the first “ traffic light coalition ” in a German country. In the Wedemeier III Senate , the FDP provided Claus Jäger, the Deputy President of the Senate and Mayor and Senator for Economics, SMEs and Technology, and Friedrich van Nispen, the Senator for Internal Affairs and Sport. On November 2, 1993, Claus Jäger was replaced as Deputy President of the Senate and Mayor by the Green politician Ralf Fücks . In the course of the so-called birdie affair , the traffic light coalition broke up.

Newer opposition period

The state elections in Bremen in 1995 ended with a result of 3.4 percent for the FDP. You missed the renewed entry into the citizenry. Compared to the 1991 election, it lost 6.1 percentage points. The following general election in 1999 ended with a result of 2.5 percent for the FDP - a loss of 0.9 percentage points - and remained without representation in the state parliament.

Lencke Wischhusen , the top candidate of the Bremen FDP for the 2015 general election

In the 2003 general election , the FDP was only able to achieve a total of 4.2% (an increase of 1.7 percentage points), but by jumping the five-percent hurdle in the Bremerhaven electoral area, the party with the Bremerhaven-based Willy Wedler was able to enter the Send citizenship.

The 2007 general election brought the FDP a result of 6.0 percent and the entry of the party in faction strength with five MPs; compared to the 2003 election, the FDP gained 1.8 percentage points and four seats. The 2011 state election ended with a loss of 3.6 percentage points and a share of 2.4 percent of the vote. Neither in Bremen nor in Bremerhaven could the five percent hurdle be overcome.

Since the 1980s in particular, there has been a decline in the votes of the FDP in Bremen, while at the same time the SPD , Bündnis 90 / Die Grünen and the party Die Linke have gained strength . After the FDP left Bremen's citizenship again in 2011, Hauke Hilz succeeded Oliver Möllenstädt as state chairman .

On November 11 and 15, 2014, Hauke Hilz for Bremerhaven and the then non-party Lencke Wischhusen were nominated as the FDP top candidates for the 2015 mayor election .

In the general election in Bremen 2015 , the FDP was able to increase its result by 4.2 percentage points and achieved 6.6 percent. In the new citizenship she is represented by six members. During the legislative period, Birgit Bergmann moved from the CDU parliamentary group to the FDP parliamentary group. The FDP was able to increase the number of its mandates to 20 in the elections to the advisory councils that took place in Bremen . In Bremerhaven , the FDP has three members in the city council .

The parliamentary elections in Bremen in 2019 brought 6.0% (-0.6%) for the FDP, even if it was able to win more voters with increasing voter turnout. That meant five mandates. In addition, the FDP achieved 22 seats in the advisory councils and three seats in the Bremerhaven city council.
