The 1980 federal election took place on October 5, 1980. In the election to the 9th German Bundestag , the social-liberal coalition under Federal Chancellor Helmut Schmidt ( SPD ) was confirmed. The Union landed in first place , but suffered losses compared to the 1976 election .

background

A total of 519 seats
Federal Chancellor Schmidt, Vice-Chancellor Genscher, Walter Scheel and Willy Brandt at the election party in the Federal Chancellery

Hans-Dietrich Genscher at the election party in the Federal Chancellery
Walter Scheel and Otto Graf Lambsdorff

On May 24, 1979, the then Bavarian Prime Minister and CSU Chairman Franz Josef Strauss announced that he would be available as candidate for chancellor of both Union parties . The request for candidacy was also brought to him by CDU politicians, Strauss said. On May 28, 1979, the CDU federal executive committee spoke out in favor of Lower Saxony's Prime Minister Ernst Albrecht . The CDU chairman Helmut Kohl had previously waived a new candidacy. The CSU reacted disgruntled and criticized the form of designation by the CDU. After weeks of public disputes, the CDU / CSU parliamentary group elected Franz Josef Strauss as their common candidate for chancellor on July 2, 1979 in a secret ballot. He received 135 of the 237 MPs present (57%); 102 MPs voted for Ernst Albrecht (43%).

This was followed by an extremely emotionally charged election campaign , which quickly concentrated on the dispute between the incumbent Chancellor Helmut Schmidt and his challenger.

The strongly polarizing image of the Union candidate had a positive effect on the social-liberal coalition, with the FDP in particular benefiting from this with 10.6% of the second vote, while the SPD tended to stagnate. When asked whether he intended to continue the social-liberal coalition for another four years, FDP leader Hans-Dietrich Genscher , who terminated the SPD's coalition two years later, said on election night in Bonn : “Yes, you don't do it for three months."

In the election campaign, the violent protests at a solemn pledge by the Bundeswehr on May 6, 1980 in Bremen, which revealed considerable internal party conflicts over security policy within the SPD, were discussed. In the very tough election campaign itself there were also riots in Bremen at a rally by Franz Josef Strauss. A few days before the election, an attack was carried out on the Oktoberfest in Munich.

The Greens , founded in the same year, ran for the first time at federal level and received only a moderate 1.5%.

Richard von Weizsäcker, Ronald Reagan and Helmut Schmidt (1982)

The 9th German Bundestag elected Helmut Schmidt as Federal Chancellor on November 5, and the Schmidt III cabinet was sworn in the next day .

Strauss remained Prime Minister of the Free State of Bavaria. After this defeat, Helmut Kohl had finally prevailed against Strauss within the Union parties .

The social-liberal coalition only lasted two years. In the fall of 1982, the FDP changed coalition partners during the so-called Wende . On September 17, 1982, after the FDP's cabinet withdrawal, Helmut Schmidt called on the opposition to submit a motion for a constructive vote of no confidence , which elected Helmut Kohl as Chancellor on October 1. Although the speakers of the new governing parties had emphasized in the debate that they wanted to forego a new election in this way, the CDU / CSU and FDP agreed shortly afterwards on the implementation of the good polls for the Union and despite the disastrous polls for the FDP early elections that were triggered by Kohl on December 17, 1982 through a consciously lost vote of confidence . The CDU did not achieve an absolute majority and the FDP managed to move back in, so that after the new election it remained with the same government with only one change of minister from FDP to CDU / CSU. This constellation should last 16 years.
