The 1994 federal election took place on October 16, 1994. The result of the election to the 13th German Bundestag was a tight confirmation of the existing black-yellow government coalition .

background

For the fifth time, Federal Chancellor Helmut Kohl , who was also CDU chairman , ran for the Union parties .

The SPD had sent its party chairman, the Rhineland-Palatinate Prime Minister Rudolf Scharping , into the race as a candidate for chancellor . He achieved this status after hard internal party disputes with Oskar Lafontaine and Gerhard Schröder . The three moved as so-called Troika in the election campaign ; but it was difficult to cover up the internal tensions. Originally Björn Engholm been provided as candidate for chancellor, who resigned from office in 1993, however, after a false statement before a committee of inquiry of the state parliament of Schleswig-Holstein to Barschel affair was uncovered.

FDP top candidate was Federal Foreign Minister Klaus Kinkel .

After Helmut Kohl was still considered far behind in opinion polls at the beginning of the year, the Union continued to catch up in the course of the year, so that the coalition of CDU / CSU and FDP was confirmed in office despite considerable losses. The CDU and CSU catching up was facilitated by a short-term economic upturn.

The alliance Greens returned to the Bundestag with parliamentary groups after they were only represented by eight members of the Alliance 90 in the 1990 Bundestag election . By 2005, they replaced the FDP as the third strongest force in the Bundestag.

The PDS obtained four direct mandates in Berlin (including from Stefan Heym and Gregor Gysi ). In this way, she was able to move into the Bundestag through the basic mandate clause , even though she did not overcome the five percent hurdle . She moved into group size into the Bundestag.

The election resulted in a double-digit number of overhang mandates for the first time . Without this, the CDU / CSU-FDP coalition would otherwise only have an extremely narrow majority of two seats.

Parliamentary vote and consequences of the election

The parliamentary vote following the election on the re-election of Helmut Kohl as Federal Chancellor was won by a majority of only one vote. It almost wouldn't have happened if Roland Richter hadn't come to the vote at the last minute.

Helmut Kohl was elected Chancellor for the fifth time, Rudolf Scharping went to Bonn as chairman of the SPD parliamentary group and opposition leader .
