The 13th German Bundestag existed between November 10, 1994 and October 26, 1998. The 13th German Bundestag held a total of 248 sessions, with the last meeting on October 16, 1998. The 13th Bundestag was constituted by the 1994 Bundestag election , which took place on October 16, 1994.

Age president was Stefan Heym (independent, Bundestag group of the PDS). The constituent session of the Bundestag on November 10, 1994 was the only one during the legislative period to take place in the Reichstag building in Berlin , while the rest of the session (until 1999) was held in Bonn .

On November 15, 1994, the 13th Bundestag elected Helmut Kohl with 338 votes in favor, 333 votes against and 0 abstentions in the first ballot as Federal Chancellor .

A total of 672 seats

The 13th Bundestag had a total of 672 members at the beginning and at the end of the legislative period. The CDU / CSU had the highest share of seats with 294 seats (295 at the end), followed by the SPD with 252 seats (251 at the end). In addition, Bündnis 90 / Die Grünen with 49 seats (48 at the end), FDP (47 seats) and PDS (30 seats) were represented in the 13th Bundestag . Due to the resignation of MPs, there was at times a non-attached MP .

Presidium of the Bundestag

In the first meeting, Rita Süssmuth was elected President of the Bundestag with 555 votes in favor, 81 against and 32 abstentions. Hans Klein (CDU / CSU), Hans-Ulrich Klose (SPD), Antje Vollmer (Bündnis 90 / Die Grünen) and Burkhard Hirsch (FDP) acted as vice-presidents .

Laws

A total of 923 legislative initiatives were introduced in the Bundestag, of which 443 were based on government proposals, 151 on initiatives by the Bundesrat and 329 on initiatives by the Bundestag. A total of 566 laws were passed by the Bundestag during the 13th legislative period and 552 laws were promulgated.

The 13th Bundestag had 22 standing committees. In total, they held 2449 meetings, of which 2058 were committee meetings and 391 were subcommittee meetings.

Committees of inquiry

During the legislative period of the 13th Bundestag there were two committees of inquiry .

1. Committee of Inquiry

On May 11, 1995, the 1st Committee of Inquiry, also known as the "Plutonium Smuggling Committee of Inquiry", was set up. 80 meetings were held between May 17, 1995 and May 28, 1998.

2. Committee of Inquiry

On September 28, 1995, the 2nd committee of inquiry, which is also known as the "GDR Property Investigation Committee", was set up. There were 96 meetings between September 19, 1995 and May 28, 1998.

Special sessions

During the 13th electoral term there were seven special sessions, the 49th session on July 13, 1995, the 118th session on July 9, 1996, the 119th session on August 29, 1996, the 133rd session. Meeting on October 30, 1996, the 176th meeting on May 16, 1997, the 186th meeting on August 5, 1997 and the 248th meeting on October 16, 1998.
