1st German Bundestag

The 1st  German Bundestag existed between September 7, 1949 and September 7, 1953. The 1st German Bundestag held a total of 282 sessions, with the last session taking place on July 29, 1953. The 1st Bundestag was constituted after the 1949 Bundestag election , which took place on August 14, 1949.

The senior president was Paul Löbe from the SPD ( former President of the Reichstag ).

On September 15, 1949, the 1st Bundestag elected Konrad Adenauer ( CDU ) with 202 votes in favor, 142 against, 44 abstentions and 1 invalid vote in the first ballot for Chancellor .

A total of 420 seats

The 1st Bundestag had 402 (+8 Berlin Bundestag members ) at the beginning and a total of 401 (+19) members at the end of the legislative period . The CDU / CSU had the highest share of seats with 139 (+2) seats (end: 150), followed by the SPD with 131 (+5) seats (end: 139). In addition, there were still the FDP (52 + 1 seats at the end of 55 seats), the KPD (15 seats at the end of 14 seats), the DP (17 seats at the end of 17 seats) and the WAV (12 seats at the end of the 5th ) in the 1st Bundestag Seats). At the beginning of the electoral term there was still the BP (17 seats) and the Center (10 seats). These merged on December 14, 1951 to form the FU (18 seats at the end).

Erich Köhler was elected President of the Bundestag with 346 yes-votes and 41 abstentions in the first session . After his resignation on October 18, 1950, Hermann Ehlers was elected as his successor on October 19, 1950 .

Laws

A total of 805 legislative initiatives were introduced in the Bundestag, of which 472 are based on government proposals, 32 on initiatives by the Bundesrat and 301 on initiatives by the Bundestag. A total of 545 laws were passed by the Bundestag during the first legislative period.

1. Committee of Inquiry

On February 2, 1950, the 1st Committee of Inquiry, which is also known as the “Committee of Inquiry to Review Imports ”, was set up. There were 12 meetings between March 22, 1950 and November 8, 1950.

2. Committee of Inquiry

On February 10, 1950, the 2nd Committee of Inquiry was set up, which is also known as the "Committee of Inquiry into the Review of Fuel Sales ". 9 meetings were held between March 29, 1950 and September 27, 1950.

3. Committee of Inquiry

On March 2, 1950, the 3rd Committee of Inquiry was set up, which is also known as the “Committee of Inquiry into the Orders placed in the Bonn Area ”. Between March 22, 1950 and June 21, 1952, 35 meetings were held.

4. Committee of Inquiry

On June 22, 1950, the 4th committee of inquiry was set up, which is also referred to as the "Dahlbusch mine disaster" committee of inquiry ". There were 3 meetings between July 27, 1950 and September 29, 1950.

5. Committee of Inquiry

On October 24, 1951, the 8th Committee of Inquiry was set up, which is also referred to as "Abuses in the Foreign Service Committee of Inquiry". Forty meetings were held between November 16, 1951 and October 8, 1952.

9. Committee of Inquiry

On September 10, 1952, the 9th Committee of Inquiry was set up, which is also referred to as the “recruitment of severely disabled persons to the Federal Service Committee of Inquiry”. Ten meetings were held between October 1, 1952 and June 26, 1953.

Conference locations

All sessions of the Bundestag up to and including the penultimate on July 3, 1953 found in the chamber of the Bonn Federal house instead. At its last meeting on July 29, 1953, it came together for the only time in its history in Cologne in the large broadcasting hall of the radio house of the then Northwest German Broadcasting Corporation due to renovation work on the plenary hall (broken off in 1987) .
