SPD parliamentary group
The SPD parliamentary group is the parliamentary group of the Social Democratic Party of Germany in the German Bundestag .
After the federal election on September 24, 2017 , the SPD parliamentary group initially consisted of 153 members in the 19th electoral term . After Marco Bülow resigned from the parliamentary group in November 2018, the group's strength was reduced to 152 members. Of these, 64 are women and 88 are men. The SPD parliamentary group is the second largest parliamentary group in the German Bundestag (after the CDU / CSU parliamentary group ).
history
On August 31, 1949, the SPD parliamentary group was constituted as the largest opposition group in the 1st German Bundestag. The first group chairman was Kurt Schumacher , the deputy chairmen were Erich Ollenhauer and Carlo Schmid . By 2013, the SPD parliamentary group had a total of 13 parliamentary group leaders, Peter Struck, one of whom held two separate terms (1998 to 2002 and 2005 to 2009).
Organizational matters
The work of a parliamentary group is planned, coordinated and organized. This is the main task of the parliamentary committee. The parliamentary group executive consists of the parliamentary group chairman, his nine deputies, four parliamentary managers and another 25 members elected from the parliamentary group, as well as so-called "members by virtue of office". The group's executive committee plans the group's work, prepares the group's meetings and reports to the group on its deliberations. The parliamentary committee of the SPD parliamentary group meets every Monday afternoon. The parliamentary directors are primarily responsible for fulfilling the parliamentary, legal and organizational tasks of the group. The chairman, the deputy chairmen and the parliamentary managing directors form the executive committee of the parliamentary group (GfV). The GfV regulates the current work of the parliamentary group and informs the parliamentary committee regularly about the current affairs of the management. The definition of the rights and duties of a parliamentary group can be found in the rules of procedure of the German Bundestag . In addition, the SPD parliamentary group also has its own statutes and rules of procedure with which it regulates its internal organization and working methods.
composition
With 152 members, the SPD parliamentary group is the second largest parliamentary group in the Bundestag after the CDU / CSU parliamentary group . The average age on September 22, 2013 was 49.98 years. Most of the members of the SPD parliamentary group are part of the parliamentary left group (PL). In addition, the relatively conservative Seeheimer Kreis and the Berlin network are two other groups into which the parliamentary group is divided. However, there are some personal overlaps between the Seeheimer Kreis and Netzwerk Berlin. For example, the former SPD party leader Sigmar Gabriel and the former parliamentary group leader Thomas Oppermann belong to both groups.
Committee working groups
All members of the parliamentary group are members of at least one committee working group (AG). The SPD parliamentary group has assigned such a working group to each regular committee of the German Bundestag. The SPD parliamentary group has a total of 24 of these working groups. As a rule, they meet on Tuesday mornings in the session weeks of the German Bundestag and prepare the committee meetings that take place on Wednesday. The parliamentary group elects a spokesperson for each working group on the proposal of the working group members. In addition, each working group is assigned one of the deputy group chairmen. National groups
Within the SPD parliamentary group, the members of the federal states meet in joint state groups . Each national group elects its speaker. The members of the federal states of Berlin, Brandenburg, Mecklenburg-Western Pomerania, Saxony-Anhalt, Saxony and Thuringia also form the transnational "State Group East". The MPs from Lower Saxony and Bremen have been united in the SPD state group Lower Saxony / Bremen since 2009 .
