Lothar Binding (born April 1, 1950 in Sandershausen , today in Niestetal ) is a German politician ( SPD ) and member of the Bundestag , where he belongs to the left wing of the SPD, the parliamentary left .

Life and work

After primary school in Sandershausen, Binding completed an apprenticeship from 1965 to 1968 with a degree as a high-voltage electrician at Siemens in Kassel . He then obtained his technical college entrance qualification in Kassel in 1969 . The subsequent visit to the Hessenkolleg he finished in 1972 with the Abitur . After his community service , he studied mathematics , physics and philosophy in Tübingen and Heidelberg from 1973 . Graduated as a qualified mathematician in 1981. In 1982 he began working as a technical employee in the computer center of the University of Heidelberg, where he was then responsible for the planning, construction and operation of local networks and high-speed networks for data processing from 1987 to 1998 . Binding has been a member of the board since 1996, and since 2009 chairman of the tenants 'association in Heidelberg and the surrounding area, which was founded in 1910 and which, with 12,500 members, is the second largest tenant association in the Baden-Württemberg state association of the German Tenants' Association .

Binding has been a member of the SPD since 1966. From 1986 to 1994 and from 1998 to 2000 he was chairman of the SPD district association in Heidelberg. From 1989 to 2000 he was a member of the Heidelberg municipal council and was chairman of the SPD parliamentary group from 1994 to 2000. In 1996 he was a candidate for the mayoral election in Eberbach , but lost in the second ballot to Bernhard Martin (CDU).

Binding has been a member of the German Bundestag since 1998 . He moved in in 1998 and 2002 as a directly elected member of the Heidelberg constituency . In 2005 he missed the direct mandate by less than 600 votes (0.3 percent), but was elected to the Bundestag via the state list of Baden-Württemberg . Even after the Bundestag elections in 2009 and 2013 , he returned to the Bundestag via the state list. Lothar Binding also ran for the 2017 federal election after being nominated again by the SPD in the Heidelberg / Weinheim constituency. He missed the direct mandate, but moved back into the Bundestag via the state list.

From 2002 to 2005 - at that time the red-green Schröder II cabinet ruled - he was deputy spokesman for the finance working group of the SPD parliamentary group . In the budget committee he was the main reporter for the Federal Ministry of Justice and for the Federal Constitutional Court .

In 2006, Binding was the initiator of the cross-party group proposal for the protection of non-smokers , which serves as an impetus for the Federal Parliament's 2007 Non-Smoking Protection Act and for numerous state laws of 2007 and 2008 on protection against passive smoking .

He is a full member of the finance committee in the Bundestag and has been the parliamentary group's financial policy spokesman since 2012. Since 2017 he has been the federal chairman of the SPD 60 plus working group . In addition, Binding is a deputy member of the budget committee .
