4th German Bundestag

The 4th  German Bundestag existed between October 17, 1961 and October 17, 1965. In total, the 4th German Bundestag met in 198 sessions, with the last session taking place on July 23, 1965. The 4th Bundestag was constituted by the 1961 Bundestag election , which took place on September 17, 1961.

The senior president was Robert Pferdmenges from the CDU , for the member of parliament Konrad Adenauer (CDU), who as Federal Chancellor did not want to exercise the dignity of senior president. On April 7, 1965, the Bundestag met for the only time in the electoral term and for the last time before reunification in Berlin , which took place in the Congress Hall.

On November 7, 1961, the 4th Bundestag elected Konrad Adenauer with 258 (+8) yes-votes, 206 (+10) no-votes, 26 (+1) abstentions in the first ballot for Federal Chancellor. After his resignation on October 15, 1963, Ludwig Erhard (CDU) was elected as his successor on October 16, 1963.

At the beginning and at the end of the legislative period, the 4th Bundestag had a total of 499 members (+22 Berlin members of the Bundestag ). The CDU / CSU had the highest share of seats with 242 (+9) seats (end: 250), followed by the SPD with 190 (+13) seats (end: 204). In addition, the FDP (67 seats at the end of 66 seats) was represented in the 4th Bundestag . By leaving the parliamentary group there was temporarily a non-attached MP .

1. Committee of Inquiry

On March 21, 1962, the first committee of inquiry, which is also known as the " FIBAG committee of inquiry ", was set up. Between March 28, 1962 and August 30, 1962, 21 meetings were held.

2. Committee of Inquiry

On October 23, 1963, the 2nd Committee of Inquiry, which is also known as the " Telephone wiretapping affair - Investigative Committee " was set up. 17 meetings were held between November 7, 1963 and April 21, 1964.
