The 14th German Bundestag existed between October 26, 1998 and October 17, 2002. The 14th German Bundestag held a total of 253 sessions, with the last session taking place on September 13, 2002. The 14th Bundestag was constituted by the 1998 Bundestag election , which took place on September 27, 1998.

Age president was Fred Gebhardt (non-party, PDS parliamentary group).

On October 27, 1998, the 14th Bundestag elected Gerhard Schröder with 351 votes in favor, 287 votes against and 27 abstentions in the first ballot for Federal Chancellor .

The move from Bonn to Berlin fell during this legislative period . On April 19, 1999, the German Bundestag met for the first time in the converted Reichstag building . On July 1, 1999, the last plenary session took place in the Bundeshaus in Bonn . After the summer break, the Bundestag resumed its regular work in Berlin on September 8, 1999.

The 14th Bundestag had a total of 669 members at the beginning of the legislative period and 665 at the end of the legislative period . The highest seat share had SPD with 298 seats (at the end of 292), followed by the CDU / CSU followed with 245 seats. In addition, Bündnis 90 / Die Grünen (47 seats), FDP (43 seats) and PDS with 36 seats (37 at the end) were represented in the 14th Bundestag . Wolfgang Thierse was elected President of the Bundestag with 512 votes in favor, 109 against and 45 abstentions in the first session. Anke Fuchs (SPD), Rudolf Seiters (CDU / CSU), Hermann Otto Solms (FDP), Antje Vollmer (Bündnis 90 / Die Grünen) and Petra Bläss (PDS) acted as vice-presidents .

1. Committee of Inquiry

On December 2, 1999, the 1st Committee of Inquiry, which is also known as the “Committee of Inquiry into Party Donations”, was set up. Between December 16, 1999 and June 27, 2002, 125 meetings were held to clarify “the extent to which donations, commissions, other financial contributions or benefits were directly or indirectly given to members and officials of the former federal governments supported by the CDU / CSU and FDP their subordinate authorities, the parties and / or parliamentary groups that were responsible for the federal government at the time and their officials or their agents or other persons and institutions who were capable of influencing and / or influencing political decision-making processes of these federal governments and / or their subordinate authorities . that actually influenced political decision-making processes ".
