11th German Bundestag

The 11th German Bundestag existed between February 18, 1987 and December 20, 1990. The 11th German Bundestag held a total of 236 sessions, with the last session taking place on November 22, 1990. The 11th Bundestag was constituted by the 1987 Bundestag election , which took place on January 25, 1987.

The age president was Willy Brandt from the SPD ( former Federal Chancellor).

On March 11, 1987, the 11th Bundestag elected Helmut Kohl with 253 votes in favor, 225 against and 6 abstentions in the first ballot as Federal Chancellor . There were 3 invalid votes.

German reunification took place in the 11th legislative period . On October 3, 1990, 144 members of the freely elected People's Chamber were accepted into the Bundestag. They exercised the mandate until the first all-German federal election on December 2, 1990.

A total of 663 seats

At the beginning of the legislative period, the 11th Bundestag had a total of 497 members (+22 Berlin members of the Bundestag ), at the end of these 663 members. The CDU / CSU had the highest share of seats with 223 (+11) seats (end: 305), followed by the SPD with 186 (+7) seats (end: 226). In addition, in the 11th Bundestag the FDP (46 + 2 seats, at the end: 48 seats), PDS (from 1990: 24 seats) and the Greens (from 1990: Alliance 90 / The Greens ; 42 + 2 seats, at the end : 48 seats). Due to the resignation of MPs, there were at times a total of 3 non-attached MPs .

The strong change in the number of members came about when 144 parliamentarians moved in from the People's Chamber of the former GDR on October 3, 1990.

Presidium of the Bundestag

In the first session, Philipp Jenninger was re-elected President of the Bundestag with 393 votes in favor, 89 against and 29 abstentions. Three votes were invalid. After Jenniger's speech in the German Bundestag on November 10, 1988 , he had to resign from his office as President of the Bundestag. On November 25, 1988, Rita Süssmuth was elected as his successor.

Committees of inquiry

During the legislative period of the 11th Bundestag there were two committees of inquiry .

1. Committee of Inquiry

On April 2, 1987, the 1st Committee of Inquiry, which is referred to as the Submarine Plans Inquiry Committee , was established. 164 meetings were held between May 20, 1987 and October 23, 1990.

2. Committee of Inquiry

On January 21, 1988, the 2nd Committee of Inquiry, also known as the "Transnuclear / Atomic Scandal Inquiry Committee", was set up. 116 meetings were held between January 22, 1988 and September 12, 1990.

Conference locations

All but one of the sessions of the Bundestag took place in Bonn in the replacement plenary hall of the old waterworks , which served as alternative quarters until the completion of a new plenary hall in the Bundeshaus (1992). On October 4, 1990, the Bundestag met for the first time in its history in the Berlin Reichstag building for its 228th session, the first after the completion of German unification .
