Florian Pronold (born December 28, 1972 in Passau ) is a German politician ( SPD ) and has been a member of the German Bundestag since 2002 . From July 11, 2009 to May 20, 2017 he was chairman of the SPD in Bavaria . From December 2013 to March 2018 he was Parliamentary State Secretary at the Federal Minister for the Environment, Nature Conservation, Building and Nuclear Safety with responsibility for construction and urban development . Since March 2018 he has been Parliamentary State Secretary at the Federal Minister for the Environment, Nature Conservation and Nuclear Safety .

Life and work

After graduating from the Robert-Koch-Gymnasium in Deggendorf in 1992 , Pronold initially completed an apprenticeship as a banker at the Sparkasse Deggendorf together with Django Asül . He then began studying law at the University of Regensburg in 1995 , which he completed in 2000 with the first state examination in law. After completing his legal clerkship , he also passed the second state examination in 2002 and has since been admitted to the bar. His work and partnership in a law firm is currently suspended due to his work as Parliamentary State Secretary. Pronold is non-denominational and married.

Pronold is a member of Amnesty International, Arbeiterwohlfahrt, ver.di, the Bund Naturschutz, the Social Association VdK and the Friedrich Ebert Foundation. From 2010 to 2018 he was a member of the Broadcasting Council of Bayerischer Rundfunk (KdÖR).

Pronold is a member of the Federation for Freedom of the Mind .

Political party

Pronold joined the SPD as a schoolboy in 1989. In 1993 he was elected as the youngest member of the state executive committee of the SPD in Bavaria . From 1999 to 2004 Pronold was regional chairman of the Jusos in Bavaria and a member of the presidium of the Bavarian SPD.

In 2003 Pronold initiated against Agenda 2010 by Chancellor Gerhard Schröder, together with other party members, the first membership petition in the history of the SPD in order to work towards a change in the SPD's political course. He was unsuccessful with it. The membership request with the name “We are the party” ultimately failed due to the lack of signatures, but it helped to stimulate the debate in the party about the upcoming social reforms and beyond, about the direction of the party.

Since 2004 he has been chairman of the SPD sub-district Rottal-Inn . From 2004 to 2009 he was deputy chairman of the SPD regional association in Bavaria .

From 2007 to 2017 Pronold was a member of the SPD party executive committee , from 2009 also of the presidium.

In the six-person competence team of the SPD Bavaria for the state elections in 2008 , Pronold represented the area of ​​"economy and finance". In 2008 the SPD achieved the worst result in the Bavarian state elections of the post-war period with 18.6%.

On July 11th, 2009, the party congress of the Bavarian state association of the SPD elected him as the successor of Ludwig Stiegler as state chairman with 89.7% of the delegate votes . In 2011 and 2013 Pronold was confirmed in this office. In May 2013, SPD chancellor candidate Peer Steinbrück brought Florian Pronold into his competence team for the 2013 federal election. According to Der Spiegel , Pronold should be primarily responsible for the areas of transport and infrastructure. On the one hand, the SPD achieved the second-worst Bundestag election result in its party history in 2013, but improved compared to 2009.

During the coalition negotiations in 2013 between the CDU / CSU and the SPD, he headed working group 8 “Transport, Construction and Infrastructure” on the SPD side together with Peter Ramsauer . Pronold succeeded in ensuring that the rent brake and the increase in urban development subsidies were written into the coalition agreement.

In June 2015, when he was elected regional chairman of the SPD, the 71-year-old pensioner Walter Adam from Lower Bavaria was opposed to Pronold, who was supported in his candidacy by the director Konstantin Ferstl . Like Michael Adam mentioned below, Walter Adam comes from Lower Bavaria, but is not related to him. Pronold received only 63.3% of the vote, the opposing candidate Adam a surprising 31.7%. According to Christian Ude , Pronold has been "dismantled in a shocking manner". The Focus had already described Pronold's election result in 2013 of 80.6% as a “damper”. In February 2017, he announced that he would not run again for the state chairmanship at the state party conference in May. At the same time, he proposed the general secretary of the SPD state association, Natascha Kohnen , as party leader and top candidate for the state elections in 2018. On May 20, 2017, Kohnen was elected as Pronold's successor as state chairwoman of the SPD in Bavaria.

Until 2020 he was co-editor of the Spw - magazine for socialist politics and economy . He is responsible for the website of the Transparent Member of Parliament , on which he has not only documented his income since moving into the Bundestag, but also the use of the tax-free lump sum for expenses.

Public offices

Pronold was a member of the Deggendorf City Council from 1996 to March 2010 and from 1996 to 2002, and from 2005 to 2020 also the district council of the Deggendorf district .

He has been a member of the German Bundestag since 2002 . From October 2004 to October 2009 he was deputy spokesman for the finance working group of the SPD parliamentary group . From December 2005 to February 2010 he was chairman of the Bavarian regional group in the SPD parliamentary group and is also a member of the parliamentary group executive committee. From October 2009 to December 2013 Pronold was deputy chairman of the SPD parliamentary group in the German Bundestag.

In the grand coalition from 2013 ( Merkel III cabinet ) he was Parliamentary State Secretary to the Minister for the Environment, Nature Conservation, Building and Nuclear Safety . He has also held this office in the grand coalition in the Merkel IV cabinet since 2018.

Pronold has always entered the Bundestag via the Bavarian State List . In 2009, 2013 and 2017 he ran for first place on the state list. His constituency is Rottal-Inn .

Pronold was one of the members of the Broadcasting Council of the Bavarian Broadcasting Corporation from 2010 to 2018 , which is sent by the SPD parliamentary group. From 2013 to the end of 2017 he was chairman of the Humboldt Forum Foundation Council in the Berlin Palace .

In November 2019 Pronold was elected founding director of the Bundesstiftung Bauakademie and planned to resign from his political offices. (See also the section founding director of the Bundesstiftung Bauakademie 2019 ) After massive criticism, Pronold announced on March 10, 2020 that it would not take up the position. Pronold himself, on the other hand, justified his withdrawal by stating that for reasons of parental leave, he could not take over the post until August 15, 2020 at the earliest, i.e. three and a half months later than planned, which would unduly delay the establishment of the Federal Bauakademie Foundation.

Controversy

As Juso state chairman

As Juso state chairman Pronold described the crucifix in a satirical article in a youth magazine in the 1990s as "Lattengustl" and thus came under fire. The then Bavarian SPD chairman Renate Schmidt condemned this statement as "unacceptable, adolescent bad taste".

Internal party criticism 2012

In November 2012, Pronold was exposed to internal party criticism. The SPD district administrator Michael Adam attacked Pronold on his Facebook page personally and in terms of content. The former deputy SPD state chairman and member of the state parliament, Adelheid Rupp , accused the party leadership of the fact that technically competent SPD politicians did not have a say.

Dispute over the introduction of Real Estate Investment Trusts (REITS)

In 2006, the introduction of REITs ( Real Estate Investment Trusts ) in Germany led to an internal party dispute between the then Federal Finance Minister Peer Steinbrück and Florian Pronold, Nina Hauer and Ortwin Runde . They saw the risk of massive deterioration for tenants in the ministry's draft bill: "Basic social needs such as affordable housing for the population must not be sacrificed on the altar of greed for profit and the free market." the draft law that no non-profit housing stocks could be taken over in REITS.

Founding director of the Federal Bauakademie Foundation 2019

A selection committee set up by the Board of Trustees of the Federal Bauakademie Foundation unanimously elected Pronold as the founding director of the Federal Bauakademie Foundation following a public tender on November 12, 2019 . The search committee consisted of the President of the Federal Chamber of Architects Barbara Ettinger-Brinckmann , the President of the Federal Chamber of Engineers Hans-Ullrich Kammeyer and Berlin's Senate Building Director Regula Lüscher , State Secretaries Anne Katrin Bohle (Federal Ministry of the Interior), Michelle Müntefering (Federal Foreign Office) and Bettina Hagedorn (Federal Ministry of Finance ), as well as from the Bundestag members Johannes Kahrs (SPD) and Torsten Schweiger (CDU). Two officials entrusted with the reconstruction of the building academy from the building department of the Federal Ministry of the Interior, Ralf Poss and Christine Hammann also belonged to the commission.

It was sharply criticized that Pronold was appointed founding director by old friends and employees and that he also lacked some of the competencies required in the tender. In an open letter, more than 600 architects, cultural workers, curators and museum directors from all over the world as well as several regional associations of the Association of German Architects protested against Pronold's appointment. He did not have the qualifications for the office, and the selection process lacked transparency. Pronold countered this criticism by stating that the Bauakademie would not be a pure “architecture center” in his concept and that his legal training should very well be seen as a university degree that complies with the tender. Everything else is a "conspiracy theory".

The job advertisement from June 27, 2019 stated: “(...) The Bauakademie will be a built place and at the same time an independent and future-oriented national and international meeting and communication platform for the presentation of and the discussion about building in all its facets. The Bauakademie will offer space and occasions for dialogue with the public and for representative uses in all areas of construction, from architecture and engineering to urban planning and construction, in trade and industry. (...) As a candidate you have completed a university degree relevant to the topics of the Bauakademie; a doctorate, possibly also a habilitation, is desirable. (...) ”.

At the time , the indignation of the signatories of the open letter was criticized. This would not have taken into account Pronold's ideas for the future for the building academy and his arguments to convince the search committee.

In the hearing of the first of two lawsuits against Pronold's appeal, the 45th Chamber of the Labor Court in Berlin decided in an interim injunction on January 7, 2020 that Pronold was not allowed to take up the office as director of the Berlin Bauakademie for the time being. The second complaint, however, was rejected by the 35th Chamber on January 23, 2020. In one of the main proceedings, it must now be clarified for the first complaint whether a selection error was made when filling the position.

On March 10, 2020, Pronold announced that it would not take up the position. He justified his withdrawal by stating that the assumption of the post was not possible until August 15, 2020 at the earliest for reasons of waiting time, i.e. three and a half months later than planned, which would unduly delay the establishment of the Federal Bauakademie Foundation.
