The Bavarian Constitutional Medal is a state award given by the President of the Bavarian State Parliament to people who " have made a contribution to the Bavarian constitution ". No more than 50 awards should be made annually. It is one of the state awards that are seldom bestowed in the Free State of Bavaria . The medal bears the inscription " Bavarian Constitution " on the front with the Roman dates MDCCCXVIII (1818), MCMXIX (1919) and MCMXLVI (1946) and on the back the large Bavarian state coat of arms .

The award was donated on December 1, 1961 by the then President of the State Parliament, Rudolf Hanauer , as the need arose to honor long-serving members of the State Parliament. With a few exceptions, members of the state parliament are awarded the constitutional medal in silver after three legislative periods (until 1998: 12 years of membership in the state parliament, now 15 years); after five legislative terms in gold. The situation is similar with Bavarian MPs in the German Bundestag or in the European Parliament . Bavarian ministers receive the silver constitutional medal after just one legislative period (up to 1998: 4 years, today 5 years). Involvement in scandals can delay the awarding of the award: For example, in 2006 Monika Hohlmeier initially waived the silver constitutional medal due to her involvement in the Munich CSU affair after protests by the opposition. However, the award was rescheduled in 2014. After Gerhard Eck's involvement in the relatives affair became public in May 2013 (he had employed his wife for 15 years and had her salary reimbursed by the state parliament), the award of the constitutional medal was suspended in December of the same year. He received the silver medal three years late in 2016.

By the "Law on the Bavarian Constitutional Medal" of July 20, 2011, the medal was raised to the rank of an order on August 1, 2011. The background to this change was that the award previously ranked below portable awards such as the Bavarian Order of Merit , the Maximilian Order for Science and Art , the Bavarian Rescue Medal or the Minister President's Decoration for Services in Honor of Honor . The Presidium of the State Parliament has issued a statute of the Order as an implementation provision.

Details of the award regulations

Deserved personalities from all groups of the population should be given equal consideration. In fact, however, politicians, church representatives of the two major denominations and people who are in close contact with the state parliament (e.g. journalists) are overrepresented, as are men towards women.

The Bavarian Constitutional Medal is awarded in two classes:

  • The Bavarian Constitutional Medal in Gold is awarded to personalities who have “outstandingly” rendered the constitution of the Free State of Bavaria . It has a diameter of 32 mm and is made of yellow gold .
  • The Bavarian Constitutional Medal in Silver is awarded to personalities who have “particularly” made a contribution to the Constitution of the Free State of Bavaria. It has a diameter of 40 mm and is made of fine silver .

A pin made of (gold-plated) fine silver with a diameter of 13 mm and embossed with the years "1818, 1919, 1946" is awarded for the Bavarian Constitutional Medal. The entrusted also receives a deed of ownership. The medal, pin and certificate become the property of the borrower and do not have to be returned after death.

On taking office, the President of the Landtag is awarded the Bavarian Constitutional Medal in gold by law, others only receive the Constitutional Medal on proposal, whereby every parliamentary group and every member of the Landtag are entitled to make proposals. The proposals are examined by the Landtag Office and forwarded to the Presidium of the Landtag as the Order Advisory Council for comments. The President of the State Parliament decides on the award.

Bearer of the Bavarian Constitutional Medal

The constitutional medal in gold was awarded to a total of 351 personalities, the silver to 1,123 personalities (as of 2017). According to information from the press office of the Landtag Office , the names of the sponsors from previous years (= 1961–2003) are not published for "data protection reasons". Why this data protection only applies to people who were awarded prior to 2003 was not explained.
