Karl Wilhelm Lauterbach (born February 21, 1963 in Düren ) is a German politician , doctor and health economist . He is a member of the SPD and has been a member of the German Bundestag since 2005 .

Life

Karl Lauterbach was born in 1963 as the son of a worker in Düren and grew up in Oberzier . After the Abitur at Gymnasium am Wirteltor 1982 he studied human medicine at the RWTH Aachen and the University of Texas at San Antonio (USA). In 1991 he was in the context of studies at the Nuclear Research Center Jülich and at the University of Arizona in Tucson from the Heinrich-Heine University in Dusseldorf with a thesis on development of Parametric Gamma Scopes on the basis of experimental and clinical studies to Dr. med. PhD . From 1989 to 1992, he studied health economics (Health Policy and Management) and epidemiology at the Harvard School of Public Health at Harvard University with a degree in Scientiæ Magister (SM) . From 1992 to 1993 he was a fellow at Harvard Medical School . Sponsored by the CDU ready or almost ready Konrad Adenauer Foundation , he received there in 1995 concluding Scientiæ Doctor (Sc.D.). In 2010 Lauterbach received his license to practice medicine; He had initially not applied for this after completing his medical degree.

In 1998 Lauterbach became director of the newly founded Institute for Health Economics and Clinical Epidemiology (IGKE) at the University of Cologne ; this was also linked to his appointment as professor. There he is on leave due to his mandate in the Bundestag. From 1999 until the election to the Bundestag in September 2005, Lauterbach was a member of the Advisory Council for the assessment of developments in the health care system . In 2003 he was a member of the commission for the investigation of sustainability in the financing of social security systems (“ Rürup Commission ”). Since 2008 he has been Adjunct Professor of Health Policy and Management at the Harvard School of Public Health , where he also teaches regularly. By 2003 Lauterbach had published 294 publications and ten books. At the time, Vera Zylka-Menhorn commented in the Deutsches Ärzteblatt on a model calculation by him for the consumption of margarine that there would remain “a 'rancid' aftertaste”, since the question arises “why Lauterbach is campaigning for a consumer product”.

Lauterbach was formerly a member of the CDU and has been a member of the SPD since 2001. Since 2005 he has always been elected to the Bundestag by direct mandate in the constituency of Leverkusen - Cologne IV ( 2005 with 48.6%, 2009 with 37.1%, 2013 with 41.4% and 2017 with 38.5%). In the 17th legislative period he was the spokesman for the health working group of the SPD parliamentary group , his successor was Hilde Mattheis . From the end of 2013 to September 2019 he was deputy chairman of the SPD parliamentary group, where he was responsible for health, education and research as well as petitions. Lauterbach was also a full member of the Bundestag's joint committee and a deputy member of the committees for health , education, research and technology assessment , finance and petitions until 2019 . Since 2019 he has been a full member of the Committee on Legal Affairs and Consumer Protection and spokesman for consumer protection in the SPD parliamentary group.

In July 2019, he announced his candidacy as SPD chairman in duo with his party colleague Nina Scheer . In the first round of members' surveys, the duo took 4th place with 31,271 votes (14.6%).

Lauterbach married the epidemiologist and doctor Angela Spelsberg in 1996, with whom he has four children. They lived separately from 2004 and divorced in 2010. He has another child from another relationship.

During the COVID-19 pandemic , Lauterbach often appears as an expert on talk shows and expresses his views on the pandemic and the measures taken. He advocates strict contact restrictions and is one of the sharp critics of quick relaxation. He warns of a second wave of the epidemic. As a result, he received two death threats in May 2020.

Lauterbach advocates a total ban on tobacco advertising.

Lauterbach consciously no longer wears a bow tie when appearing on talk shows about the corona virus in 2020, as he expects his assessments to be more acceptable to younger viewers, according to his own statement.
