Citizenship election in Bremen 2015
The election for the 19th citizenship of Bremen took place on May 10, 2015. The Bremen Citizenship is the state parliament of the two-city state, Free Hanseatic City of Bremen . As a rule, the members of the Bremen city council (for exceptions see the section entitled “Eligibility to vote” ) form the city citizenship - the municipal representative body of the city of Bremen . In addition, the advisory councils in the city of Bremen and the city council assembly in Bremerhaven were elected. Despite losses, the SPD formed the government coalition with the Greens for the third time in a row.
Eligibility to vote
Every German who has been living in Bremen for at least three months is entitled to vote for citizenship. The age for active voting rights has been 16 years since the 2011 state election . The right to stand as a candidate is obtained upon reaching the age of majority . Citizens from member states of the EU are only allowed to vote for city citizenship and for the advisory boards. Therefore, the city citizenship in Bremen can be composed differently than the city-Bremen part of the state parliament. That was the case again after this election, as in the 16th and 17th citizenship.
Electoral system
The cities of Bremen and Bremerhaven form two separate electoral areas with different electoral lists and separate application of the five percent hurdle . A party or electoral association therefore becomes a member of the citizenship if it receives at least five percent of the votes in at least one electoral area. Since 2011, an electoral system has been in place in Bremen in which every person entitled to vote can distribute five votes on lists or applicants listed in them ( cumulating and spreading ).
Model project in easy language
The voting notifications for the 2015 mayor elections were also written in easy language . Sample ballot papers were also sent out with an accompanying letter in plain language. Interior Senator Ulrich Mäurer (SPD) said: "Everyone complains about the low turnout, but if you want to change something, you have to do something". In 2012 the CDU called for a model project to involve people for whom "even the texts of the Bremen citizens are difficult to understand". The “Office for Light Language” of “Lebenshilfe”, which, in addition to the official election documents, also translated the election programs of the SPD and the Greens accordingly, announced a “groundbreaking project that will make Bremen go down in history”. The Left Party also presented an election brochure in easy language.
An education expert from the University of Bremen rated the approach of this project as "anti-education". Behind the range of services - for example, websites for the mayor, town hall and the state statistical office - were translated by the "Büro für Leichte Sprache" (Office for Light Language) - conceals "clientelism". The “falsifying” simplifications that were made led “astray”, could be read “like parodies of disabled people” and were therefore “worse than real satire”. Unemployment representatives criticized that it was not due to “lack of education” when Hartz IV recipients in particular felt excluded and poorly represented and no longer went to the polls. The Senate should not "save on education first, then address the citizen in idiot German". Chancellor Merkel blamed the SPD and the Greens for the “historically low” voter turnout. Mayor Böhrnsen resigned after the “worst election result of the SPD of all time” despite a narrowly defended majority.
initial situation
The red-green coalition that had existed since 2007 was continued with the 2011 general election . The SPD achieved a total of 38.6% (elective area Bremen: 39.3% and in the elective area Bremerhaven 34.3%) and recorded an increase of 1.9 percentage points. The Greens were able to increase their result with gains of 6.0 percentage points to 22.5%. The CDU recorded a drop in votes of 5.2 percentage points. It reached 20.4%. The Left was only able to cross the five percent hurdle in the Bremen elective area and came in at 5.6%, with losses of 2.8 percentage points. The BIW was also able to move into the citizenry again with 3.7%, with a gain of 2.9 percentage points. As in the previous election, it only overcame the five percent hurdle in the Bremerhaven electoral area, where it came to 7.1%. The FDP recorded a drop in votes of 3.6 percentage points and came to 2.4%. You missed the re-entry into the citizenship in both electoral areas. The Pirate Party, which appeared for the first time, missed entry into the citizenry with 1.9% and the NPD with 1.6%. All other parties each received less than 1% of the vote.
The SPD lost one of its original 36 seats in 2013 when Martin Korol , who replaced the late Renate Möbius , moved to the BIW, which gained one seat as a result.
The Alternative für Deutschland (AfD) ran for the first time in a state election in Bremen. In the 2013 Bundestag election , the AfD in the state of Bremen received 3.7% of the second vote, and in the 2014 European election it received 5.8% of the vote.

Parties and electoral associations that were not represented in the German Bundestag or in the citizenship due to their own election proposals (all except the SPD, CDU, Greens, Left and BiW) had to report their participation to the state returning officer by February 2, 2015. You still had to submit the support signatures of 1 per thousand of eligible voters by March 2, 2015 .
The Kreusel party Hude-Wüsting had submitted a notice of participation, but was not recognized for formal reasons. The notification of participation by the Sustainable Union (SU), submitted four days late, was rejected. Alliance 21 / RRP , NPD and poor people's electoral association (ALW) were recognized as a party or electoral association, but did not submit any nominations for the Bremen electoral area. Before the decision of the electoral committee for the city of Bremen, the new liberals and the ÖDP withdrew their nominations for the citizenship (state parliament).

Focus of the election programs
The SPD, Greens, CDU, Left, BIW, FDP and AfD set different priorities in their election programs.
For the SPD, the strengthening of Bremen as a business location and the port economy was the top priority. The deepening of the Weser was an important building block for the SPD. In addition, the construction of an offshore terminal should secure Bremen's position in wind energy. With a “master plan for industry” the SPD wanted to further develop the framework conditions for the economy. In addition, there was the fight against “dumping wages and precarious employment” as well as the promotion of social participation, social urban development and the like. a. through more social housing and a “good education for all” at the center of the election program. Furthermore, the program called for a community-based and efficient police force and the further development of citizen participation.
The guiding principle of the Greens program was the “socio-ecological city”. A further expansion of public transport and cycle paths should relieve Bremen of car traffic and initiate a " traffic turnaround ". The quality of life should be improved with noise and climate protection measures. In educational policy, the aim was to improve the quality of the education system, to improve the inclusion offers in schools and to improve educational equality. In its program, the CDU set the priorities in the areas of economy, finance and transport, education and poverty reduction. She advocated special programs for early school leavers and single parents as well as a compulsory pre-school year. This should improve educational opportunities and reduce poverty.
The left advocated “democratic socialism” and saw social division and a high rate of poverty as the main problem. She wanted to concentrate on the fight against poverty as a cross-sectional task, especially in the areas of education, social infrastructure and public services. She wanted to reverse the privatization of municipal tasks and facilities and advocated further promotion of social housing. She wanted an active labor market policy through the creation of public employment and compliance with or expansion of the minimum wage. In addition, more staff should be employed in social institutions. The party demanded the abolition of sanctions for unemployment benefit II ("Hartz IV") and a "repression-free basic security" of 1,050 euros.
The BIW called for a “spiritual and moral turn” to preserve conservative values and civic virtues. Her focus was on fighting crime. Crime should be contained with the help of a “competent police force” and increased video surveillance, as well as rapid and consistent sanctions against criminals. The AfD set its priorities in the areas of internal security, migration and education. She rejected asylum abuse and advocated clear rules in immigration policy. In doing so, immigrants should orientate themselves towards the “German culture as a model”. In terms of educational policy, the AfD advocated maintaining the structured school system. Further demands were the creation of affordable housing, especially for families, an economic policy that is friendly to small and medium-sized enterprises and the strengthening of direct democratic procedures. There should be no minimum approval quorum for referendums.
National debt
The dominant theme of Bremen politics was the country's finances. The state has more than 21 billion euros in debt. From 2020, the debt brake will apply at state level. The SPD wants to broaden the financial basis of Bremen through higher top tax rates, inheritance and wealth taxes and the financial transaction tax. The Greens are counting on successful negotiation results for Bremen in the state financial equalization , the introduction of a street cleaning fee and the purchase of tax evaders CDs. The CDU supports an old debt repayment fund. At the same time, she sees further savings potential in the abolition of double structures in administration. The left rejects the debt brake. A cross-party educational consensus was agreed for the schools in Bremen in 2009, which will apply until 2018. This means that the grammar schools, for example, will be retained. Failure to carry out and count the election
After irregularities in the counting of votes became known, the party Alternative für Deutschland (AfD) successfully sued the administrative court and the higher administrative court of Bremen for inspection of the election documents (OVG: 1 B 135/15). A review of 20,000 of the 34,000 voting slips cast confirmed the suspicion of incorrect counting and incorrect entry of some votes. As a result, on July 28, 2015, the AfD lodged an objection to the validity of the citizenship election with the Bremen election examination court (Az. 14 K 1330/15). The electoral review court , which is located at the Bremen Administrative Court and consists of two administrative judges and five members of parliament, checked all disputed ballot papers in December 2015 and found that some votes for the AfD had been awarded to other parties. Similar mistakes were made at the expense of other parties. When assessing the validity or invalidity of ballot papers, the electoral examination court sometimes came to different conclusions than the counting electoral boards, which were filled with high school students between the ages of 16 and 18 who were eligible to vote. For example, a given sample ballot with a cross was incorrectly rated and entered as correct by the Greens . The electoral examination court saw no evidence of deliberate manipulation, and the appellants did not assert any specific circumstances. The presiding judge, the President of the Administrative Court, Peter Sperlich, said during the two-day trial that it could happen that election officials "fall into the wrong column" when entering votes in the counting computer. In the trial before the electoral examination court, possible errors in the implementation of the election were also discussed. In one constituency, eligible voters who only presented their voting notification, but not their identity card, were rejected. At the hearing, however, it remained open whether the rejection was actually illegal. According to state returning officer Jürgen Wayand, it was permissible. With the correction of the election review court, the AfD would have exceeded the five percent threshold in Bremerhaven and received another seat in the state parliament, Petra Jäschke (SPD) would have lost her mandate. The election supervisor Jürgen Wayand, Jäschke and the SPD appealed against the decision. The State Court of the Free Hanseatic City of Bremen corrected the decision and ordered a new counting of the votes in the Bremerhaven constituency. After examining the recount, the State Court ruled on September 13, 2016 that the original election result was valid. The AfD just missed the five percent hurdle in Bremerhaven with 4.99%.
In the parallel election to the Bremerhaven city council, there were also errors and, in one case, manipulation. Because of the mistake, at the instigation of the voters' association Bürger in Wut (BiW), all municipal ballot papers will be counted again in January 2016. This did not change the election result, however, and the BiW even lost a few votes.
