Citizenship election areas in Bremen
The two citizenship electoral areas in Bremen are the constituencies for electing the citizens of Bremen . The elective area of Bremen comprises the area of the city of Bremen, the elective area of Bremerhaven that of the city of Bremerhaven. The Bremen citizenship has 84 members . 69 of these will be chosen in the Bremen elective area and 15 in the Bremerhaven elective area .
The election takes place separately according to the two elective areas in a list election according to proportional representation . This leads to the nationwide peculiarity that the five percent hurdle is also applied separately according to the electoral areas and a result of more than 5% in one of the two electoral areas leads to the party in question sending members to the citizenship, even if they are at the level of the country is below 5%. In the event of resignation from the citizenship, successors from the relevant party list of the respective electoral area move up.
Elective areas and mandates
State election
The Free Hanseatic City of Bremen has been divided into two electoral areas for the mayor elections since 1947. The Bremen elective area includes the city of Bremen , the Bremerhaven elective area the city of Bremerhaven . The elective areas are not divided into constituencies . The elective areas are regulated in Section 5 of the Bremen Election Act.
The division of mandates between the two elective areas was declared inadmissible by the Bremen State Court in 2004. By then, Bremerhaven had received 16 seats. After the decision, the law was changed in 2006 and the number of MPs from Bremerhaven was reduced to 15.
Since 2007, the Bremen citizenship ( state parliament ) has 83 members . From the members of the Bremen Citizenship (Landtag) 68 members in the Bremen electoral area (previously 67) and 15 members in the Bremerhaven electoral area (previously 16) are elected in general, direct, free, equal and secret proportional representation on the basis of list proposals from parties and electoral associations . The election proposals are drawn up separately for the cities of Bremen and Bremerhaven.
Local election
In the city of Bremerhaven, the 48 members of the city council are newly elected. The electoral area for the election of the city council of Bremerhaven is the city area of Bremerhaven with 75 ballot boxes and 20 postal voting districts.
In the area of the city of Bremen the 330 advisory board members are newly elected in the 22 district advisory boards. For the advisory council elections in the area of the city of Bremen, the city is divided into 22 advisory council areas. Elective area is the respective advisory board area. In the area of the city of Bremen, 335 ballot boxes are created for voting, and an additional 82 postal voting districts are created for postal voting.
In the city of Bremen and in the city of Bremerhaven, the electoral districts, electoral spaces and electoral boards are the same for the combined state and local elections.
