List of the electoral districts in Berlin 2016
The list of the Berlin House of Representatives 2016 contains the constituencies for the 18th election to the Berlin House of Representatives on September 18, 2016.
Basics
According to the current legal situation, the Berlin House of Representatives has 130 members . Of these, 52 are elected via state lists ( second vote ) and a further 78 via constituencies.
The constituency candidate with a relative majority of the first votes is elected. In the event of a tie, the lot drawn by the district returning officer decides . The state electoral law provides for compensatory mandates if a party has more constituency representatives than it would be entitled to after the second vote ( overhang mandates ). It is therefore always ensured that the strength of the political groups corresponds to the result of the second vote.
Distribution of constituencies to the districts
The 78 electoral districts are distributed among the twelve districts proportionally to the number of voters. This is redefined based on the current population figures before each election to the Berlin House of Representatives . The delimitation of the constituencies is carried out independently by the districts. The constituencies are usually based on the districts, but often deviate at the borders, since all constituencies of a district should include an approximately equal number of Germans.
Compared to the old constituency division from 2011 , Friedrichshain-Kreuzberg and Tempelhof-Schöneberg each lose one constituency, while Mitte and Neukölln each gained one constituency. The constituencies of these districts were redefined accordingly. There were also border changes in constituencies 3 and 4 of Lichtenberg .
