List of the state electoral districts in Rhineland-Palatinate
The list of Landtag constituencies in Rhineland-Palatinate lists all constituencies for the election of the Landtag of Rhineland-Palatinate .
Legal basis
The state parliament of Rhineland-Palatinate currently (2020) consists of 101 members (minimum according to the state election law) in five parliamentary groups , 51 of which were assigned by direct election, the remaining seats by closed lists. The last state election in Rhineland-Palatinate took place on March 13, 2016. The SPD won a total of 27 direct mandates in this election, the CDU 24.
In the previous election in 2011, the SPD won only 23 direct mandates, although it also received the most mandates overall, while the CDU won 28. In the 2006 election, the ratio of SPD 33 to CDU was 18 direct mandates. The first vote is called the constituency vote , the second vote is called the state vote . The parties can either draw up a state list for the entire electoral area or a district list for each of the four electoral districts.
The state suffrage was changed for the 2016 state election. Accordingly, a new definition must be made in future if the number of residents entitled to vote deviates by more than 25% from the average. In addition, the layout of some constituencies will be changed, partly due to the aforementioned deviations, partly also due to the regional reform, in which some association and non-association communities were merged. The draft law was adopted by the state parliament on October 15, 2014 with the votes of the SPD and Bündnis 90 / Die Grünen . The CDU rejected it because of constitutional concerns.
To state election in 2021 , a new amendment of electoral boundaries to take effect. This was adopted on September 19, 2019 by the state parliament with the votes of the SPD , FDP and Bündnis 90 / Die Grünen against the votes of the CDU with abstention from the AfD . The reason for the new cut was the population development and the desired equality of votes. The amendment to the law provides for the following changes:
- The state of Rhineland-Palatinate will in future be divided into 52 (instead of 51) constituencies, with 101 seats in the state parliament, 49 (instead of 50) mandates will be awarded via reserve lists.
- A third constituency is established in the state capital Mainz . The constituency Mainz I comprises the districts of Altstadt , Neustadt , Oberstadt and Hartenberg-Münchfeld , the constituency Mainz II the districts Bretzenheim , Gonsenheim , Hechtsheim , Mombach and Weisenau and the newly achieved constituency Mainz III comprises the districts Drais , Ebersheim , Finthen , Laubenheim , Lerchenberg and Marienborn as well as the community of Bodenheim of the district of Mainz-Bingen , this is separated from the constituency of Ingelheim .
- In the district of Kaiserslautern , the community of Otterbach-Otterberg is fully assigned to the Kaiserslautern II constituency ; the new community of Landstuhl , which was formed in 2019, is now fully part of the Kaiserslautern-Land constituency .
- In space Südwestpfalz a constituency shall be deleted, in the future, there are only two constituencies: the constituency two bridges next to the independent city includes two bridges , the Association of municipalities Thaleischweiler-Wallhalben , Waldfischbach-Burgalben and Zweibrücken-Land , the constituency Pirmasens next to the independent town Pirmasens the Verbandsgemeinden Dahner Felsenland , Hauenstein , Pirmasens-Land and Rodalben . The constituency of Pirmasens-Land is dissolved.
- Also in the room Southern Wine Route , there is Neuzuschnitten: The constituency Southern Wine Route now includes the Verbandsgemeinden Annweiler am Trifels , Bad Bergzabern , Herxheim and Landau-country and the association of municipalities Kandel of the district Germersheim.
- The district of Germersheim receives an additional direct mandate: In addition to the city of Germersheim, the district of Germersheim now includes the municipalities of Bellheim and Lingenfeld as well as the municipality of Offenbach an der Queich of the southern Weinstrasse district. The new constituency of Wörth am Rhein includes the city of Wörth am Rhein as well as the municipalities of Hagenbach , Jockgrim and Rülzheim .
- All other constituencies remain unaffected by this law, the description changes in some cases due to local reorganizations.

1947
In the course of preparations for the first state elections on May 18, 1947, the state government of Rhineland-Palatinate passed the state ordinance on March 27, 1947 on the election to the first state parliament of Rhineland-Palatinate . This divides the Rhineland-Palatinate into five electoral districts in Section 3 of the State Ordinance. These electoral districts are identical to the 5 existing government districts. The number of representatives per administrative district is determined.

1950
In the course of preparations for the second state elections on April 29, 1951, the state parliament of Rhineland-Palatinate passed the first state election law on December 7, 1950 . By section 14 of the law, Rhineland-Palatinate has now been divided into seven constituencies. The constituencies were again based on the existing administrative districts, but the administrative districts of Koblenz and Palatinate were now divided. The number of MPs per constituency was redefined.

In the course of preparations for the seventh state elections on March 21, 1971, the state parliament of Rhineland-Palatinate decided on July 7, 1970 to change the state election law. By section 12 of the law, Rhineland-Palatinate has now been divided into six constituencies. The number of MPs per constituency was again determined.

1972
The next redistribution of the constituencies took place as early as 1972. On July 4, 1972, the state law amending the state electoral law was passed, as a result of which Rhineland-Palatinate was now divided into four constituencies. While the number of state parliament mandates remained the same, the number of members per constituency increased.

1989
After a minor change in the number of mandates in 1978, when constituency 1 received a mandate from constituency 4, and a new version of the state electoral law in 1982, which did not entail any reallocation of the constituencies and retained the distribution of mandates, the constituency division changed in 1989 of the state of Rhineland-Palatinate drastically. With the state electoral law in the version of December 20, 1989 , Rhineland-Palatinate was now divided into four electoral districts and 51 electoral districts. This classification is also currently valid with minor changes. In some cases, the names of regional authorities changed, and to a lesser extent, electoral districts also changed constituencies. Due to the new constituency division, exactly one direct mandate has now been assigned per constituency.

Changes to the state election in 2021
As a result of the amendment to the state electoral law on September 26, 2019, it was decided to set up an additional constituency for the area of the previous constituencies Mainz I (27), Mainz II (28) and Ingelheim am Rhein (30) and the previous constituencies of Zweibrücken (46), Pirmasens-Land (47), Pirmasens (48), Südliche Weinstrasse (49), Landau in der Pfalz (50) and Germersheim (51). A constituency of Wörth am Rhein (52) was also set up.
