The Verbandsgemeinde Otterbach-Otterberg is an administrative unit in the legal form of a regional authority in the district of Kaiserslautern in Rhineland-Palatinate . The municipality of the association includes the city of Otterberg and eleven independent local communities , the administrative seat is in the city of Otterberg, a second administrative center is in Otterbach . There are 18,774 inhabitants in the association. (As of December 31, 2019)

It emerged from the merger of the municipalities of Otterbach and Otterberg on July 1, 2014.

history

The two previous association communities Otterbach and Otterberg were created in 1971 as part of the first administrative reform in Rhineland-Palatinate . Previously, the administrative structures from the Bavarian period (1816 to 1946) essentially applied in the then administrative district of Palatinate .

On September 28, 2010 the state government passed the “First Law on Local and Administrative Reform” with the aim of improving the efficiency, competitiveness and administrative power of local structures. For municipalities it was determined that they should include at least 12,000 inhabitants (main residence on June 30, 2009). Otherwise, they should be merged with neighboring municipalities by the 2014 local elections. The so-called voluntary phase ended on June 30, 2012.

On December 14, 2010, the municipal councils of the two municipalities decided in separate but simultaneous meetings to merge the neighboring municipalities in 2014. The merger agreement was signed by the two mayors, Harald Westrich (Verbandsgemeinde Otterbach) and Martin Müller (Verbandsgemeinde Otterberg) on signed the same day.

According to the "State Law on the Voluntary Formation of the New Association of Otterbach-Otterberg" enacted on December 20, 2011, a new community with the name of "Otterbach-Otterberg Association" was formed on July 1, 2014. The administrative seat is the city of Otterberg , a second administrative office is to remain in Otterbach.

The Verbandsgemeinderat Otterbach-Otterberg consists of 32 honorary council members, who were elected in a personalized proportional representation in the local elections on May 26, 2019 , and the full-time mayor as chairman.

Harald Westrich (SPD) was directly elected mayor of the new community on May 25, 2014 with 69.69%. His eight-year term began on July 1, 2014.
