The Verbandsgemeinde Landstuhl is an association municipality in the Kaiserslautern district in Rhineland-Palatinate . It was created on July 1, 2019 from the voluntary merger of the municipalities of Kaiserslautern-Süd and Landstuhl . It includes the city of Landstuhl as the administrative center and eleven independent local communities .

On September 28, 2010 the state government passed the “First Law on Local and Administrative Reform” with the aim of improving the efficiency, competitiveness and administrative power of local structures. For municipalities it was determined that they should include at least 12,000 inhabitants (main residence on June 30, 2009). With 10,995 inhabitants, the municipality of Kaiserslautern-Süd fell short of the minimum number of inhabitants , while the municipality of Landstuhl had 15,644 inhabitants on the reporting date.

At the meeting on March 25, 2010, the Landstuhl municipal council unanimously approved the commencement of open negotiations with the Kaiserslautern-Süd municipal association on a merger. As a result, the local councils of the affected local communities were also included in the merger plans.

On November 11, 2015, the Rhineland-Palatinate state parliament passed the “State law on the merger of the municipalities of Kaiserslautern-Süd and Landstuhl”. The law regulates the formation of the new community association on July 1, 2019, which bears the name "Landstuhl". The seat of their administration is the city of Landstuhl .

On the occasion of the formation of the new association community, the state granted an allocation of 2,000,000 euros.

Association municipal council

The Landstuhl municipal council consists of 36 honorary council members, who were elected in a personalized proportional representation in the local elections on May 26, 2019 , and the full-time mayor as chairman. The first elections therefore took place before the change of area, and the election times of the previous municipal councils of the municipalities Kaiserslautern-Süd and Landstuhl as well as the terms of office of the previous mayors of the municipalities ended on June 30, 2019.

In the elections on May 26, 2019, Peter Degenhardt (CDU) prevailed in the first ballot with a share of 62.91% of the votes, making him the first association mayor of the new community.

The coat of arms was approved by the district administration on July 2, 2019.

Foundation of the coat of arms: Nine of the twelve municipalities (Bann, Hauptstuhl, Kindsbach, Krickenbach, Landstuhl, Linden, Mittelbrunn, Oberarnbach and Queidersbach) belonged to the Landstuhl rule until 1794 . This was in the possession of the Lords of Sickingen . The Sickinger family coat of arms shows five (2, 1, 2) silver spheres in black. It therefore occupies the largest place in the new coat of arms. Stelzenberg and Trippstadt belonged to the Electoral Palatinate and in 1716, together with the current Kaiserslautern district of Mölschbach, were given fiefdoms to the Palatinate Oberstjägermeister and Oberstforstmeister Freiherr Ludwig Anton von Hacke . The coat of arms of the von Hacke family shows two upright, curved rainbows in silver, striped with red, gold and blue.

Schopp, also from the Electorate of the Palatinate, is the only municipality in the new association that is part of the so-called Holzland. The oak branch is a symbol for the wealth of forests in the region and for the Palatinate Forest itself.

In Rhineland-Palatinate, the shield border specifically denotes the coat of arms of a municipality. The twelve-fold division into black and silver refers to the eleven municipalities belonging to the association and the city of Landstuhl.
